About this opportunity

The 36th Contracting Squadron (36 CONS), Pacific Air Forces, Department of the Air Force, is using the A-STRIDE framework to procure facility construction and repair projects, including planning, design, engineering, prototyping, piloting, and execution, under 10 U.S.C. 2808a(a), which authorizes transactions other than contracts, cooperative agreements, or grants. This parent notice requests no proposals. Responses are accepted only for active, published Areas of Interest (AOIs) posted separately on SAM.gov as "ASTRIDE_AOI_Project Title." No set-aside is used. Each AOI will specify its own labor standards and prevailing wage requirements. All submissions must be unclassified and registered in SAM.

Phase 1 requires a Solution Brief of no more than five pages or 15 slides, addressing construction capability, past performance, and methodology. Evaluation criteria are relevance to the AOI, constructability merit, and company viability. Phase 2 is an oral pitch of no more than 15 slides, evaluated on technical and logistical depth, schedule acceleration strategy, and responsiveness to AOI criteria. Phase 3 uses either Pathway A, direct negotiation with a single respondent of outstanding merit, or Pathway B, a competitive "bake-off" among multiple qualified respondents. Fair and reasonable price validation is mandatory under both pathways. Permitted pricing structures include Firm-Fixed-Price, Fixed-Price Incentive/Target Cost, Guaranteed Maximum Price, expenditure-based, and hybrid milestone arrangements.

Phase 1 submissions remain valid for 12 months and may be placed in a Solutions Repository for future Department of the Air Force project opportunities unless the respondent opts out on its submission cover page. The notice names no incumbent and no industry day.

Notice text

The A-STRIDE (Andersen Strategic Transformation in Rapid Infrastructure and Delivery Enterprise) framework is utilized by the 36th Contracting Squadron (36 CONS) to deliver innovative acquisition and global engineering solutions that ensure our forces are mission ready. A-STRIDE is designed to bypass the administrative lag of traditional procurement and leverage industry expertise, leading capabilities, and highly flexible project delivery models. The 36 CONS executes this program under the statutory authority of 10 U.S.C. § 2808a(a), which authorizes the Secretary concerned to enter into transactions (other than contracts, cooperative agreements, or grants) to carry out repair and construction projects for facilities, including the planning, design, engineering, prototyping, piloting, and execution of such repair and construction projects.

A-STRIDE serves as an overarching framework (the "Master Notice"). Facility Construction or Repair Project opportunities will be independently posted on SAM.gov as an Area of Interest (AOI) -- "ASTRIDE_AOI_Project Title" -- referencing this ASTRIDE parent notice that outlines a competitive, streamlined three-phase procedure to submit responses to active AOIs. No proposals are being requested against this parent document; proposals will only be accepted in response to active, published AOIs. For further details, see PDF attachment, "36 CONS PKA ASTRIDE Umbrella Program Notice_29 Oct 2026".
