About this opportunity
The Department of the Air Force issued a Request for Qualifications on July 20, 2026 for architect-engineer 35% design services for aircraft hangar fire protection system repairs at March Air Reserve Base, California, with responses due August 17, 2026, under a 100% Service-Disabled Veteran-Owned Small Business set-aside. Funds are not presently available for this effort.
The Air Force Reserve Command seeks an A-E firm to prepare 35% design-level documents for demolishing existing foam expansion fire protection systems and upgrading water-based systems across seven aircraft hangars to comply with current codes, UFC standards, and Air Force policies. The A-E firm will also define scope for a construction contractor to complete the design to 100%. The contract performance period is 120 days after award with firm-fixed-price terms.
Eligible contractors must be SDVOSB concerns and comply with DFARS cybersecurity requirements including NIST SP 800-171 assessments and Supplier Performance Risk System registration. The project falls under NAICS 541330 (Engineering Services) with a $25.5 million size standard; PSC is C219.
Selection criteria prioritize specialized experience in seismic retrofitting, historic preservation, and DoD facility design with antiterrorism/force protection standards; professional qualifications of the design team including a Project Manager with minimum five years' DoD A-E experience and a California-registered lead structural engineer; past performance; capacity to deliver within 120 calendar days; and location knowledge of March ARB or Southern California military installations. The government will shortlist three minimum firms in Phase I, then conduct discussions and select the top-ranked firm for negotiation. SF 330 submissions in searchable PDF format are due by 2:00 PM Pacific time. Amendment 0001 issued August 5, 2026 extended the due date and clarified submission requirements, including acceptance of CPARS or alternative past performance documentation and provision of existing-condition information before proposal submission.
