About this file
This document is an Amendment containing Questions and Answers (Q&A) for RFI PDPG22-1009, an aircraft-hangar fire-protection design project.
The controlling project number is PDPG22-1009. This is a design effort requiring submission of a 35% design package to support a design-build contractor's completion to 100%. For Evaluation Criterion 1, offerors must provide 3-5 relevant projects completed within the last five years; the government accepts design complete or substantially design complete projects. The three to five projects collectively must demonstrate familiarity with UFC 1-200-1 and other UFC documents; experience with aircraft hangars for the U.S. Air Force is sufficient evidence. The government emphasizes relevant experience with fire suppression systems for aircraft hangars. Required resumes in the initial response must include the Project Manager, Architectural, Structural, Mechanical, Electrical, Fire Protection Engineer, and Environmental/PFAS leads. The submission deadline is 2:00 p.m. Pacific Daylight Time/local March ARB time. Offerors may submit CPARS and PPQs from other agencies instead of the Attachment 2 PPQ form, and any documents providing past performance reports may be incorporated into the searchable proposal PDF or submitted as separate files. The government will provide existing-condition information including hangar classifications, as-built drawings, fire-protection and fire-alarm records, hydraulic flow-test data, prior foam-system studies, and PFAS sampling data prior to proposal submission. Government review period is 14 days. Monthly AF Form 3065 reporting should address design reporting rather than construction reporting. The Building 395 submittal register, five-day review periods, and "Repair Runway" attachment references do not apply to this design contract.

Amendment 0001 RFI questions PDPG22-1009
1. Please confirm the controlling project number: PDPG22-1009, as stated in the RFQ, or PDPDG22-1009, as stated in the SOW title.
A: PDPG22-1009
2. Evaluation criterial 1 states, Provide 3-5 relevant projects completed within the last five years. Please confirm if the government will accept design complete and/or substantially construction complete or does it have to be construction complete.
A: This is a design effort; we would accept design complete or substantially design complete.
3. Please confirm whether Specialized Experience items (i) through (iv) are the intended evaluation criteria for this aircraft-hangar fire-protection project, or whether revised criteria addressing aircraft-hangar fire suppression and foam-system replacement will be issued.
A:We would like to emphasize the relevant experience with fire suppression systems for the aircraft hangars.
4. Does every Section F project individually have to demonstrate that its design was subject to UFC 1-200-01—identified in the RFQ as UFC 1-200-1—or may the three to five projects collectively demonstrate the required criteria? Additionally, what documentation will the Government accept as sufficient evidence of UFC applicability?
A: The three to five projects collectively demonstrate the required criteria.
Experience with aircraft hangars for the US Air Force would be enough to demonstrate that they are familiar with UFC 1-200-1 and UFC documents.
5. Please clarify the RFQ reference to “35% design documents issued for Construction.” Is the required deliverable a 35% design package intended to support a design-build contractor’s completion of the design to 100%, as described in the SOW?
A: Yes, the required deliverable a 35% design package intended to support a design-build contractor’s completion of the design to 100%, as described in the
SOW.
6. Please confirm which resumes are required in the initial response. Should the offeror submit resumes only for the Project Manager and Architectural, Structural, Mechanical, and Electrical leads? Should resumes for the Fire Protection Engineer and Environmental/PFAS Lead also be included?
A: Yes, resumes for the Fire Protection Engineer and Environmental/PFAS Lead should be included.
7. Please confirm whether the 2:00 p.m. submission deadline is Pacific Daylight Time/local March ARB time, notwithstanding the RFQ’s reference to “PST.”
A: 2:00 p.m. submission deadline is Pacific Daylight Time/local March ARB time
8. If we have CPARS and/or PPQs from another agency, can we submit these aforementioned documents instead of using attachment 2 PPQ form?
A: Yes
9. Attachment 2 states that its performance questions are “SAMPLE” questions.
Should references complete the PPQ exactly as issued? Additionally, should completed PPQs, CPARS reports, and client letters be incorporated into the searchable proposal PDF or submitted as separate files?
A: Yes, anything that provides past performance reports
10. Please clarify whether the following SOW references apply to this design contract:
• Building 395 submittal register;
• Monthly AF Form 3065 construction reporting;
• Five-day versus 14-day Government review periods; and
• “Repair Runway” attachment title.
A:
• Building 395 submittal register; (no)
• Monthly AF Form 3065 construction reporting; (intended to be design reporting)
• Five-day versus 14-day Government review periods; and (14-day Government review period is correct)
• “Repair Runway” attachment title. N/A
11. Will the Government provide the following existing-condition information before or at award: hangar classifications, as-built drawings, fire-protection and fire-alarm records, hydraulic flow-test data, prior foam-system studies, PFAS sampling or waste-characterization data, and March ARB environmental disposal requirements?
A: Yes, we will provide the necessary info to the contractors prior to submitting their proposals to help them define the scope of work.
