About this file

This is a Design/Build Statement of Work for a fire protection system repair project at March Air Reserve Base (MARB) in California. The project (PDPDG22-1009) requires an Architect-Engineering (A-E) firm to prepare 35% design-level documents for demolishing existing foam expansion fire protection systems and upgrading water-based fire protection systems across seven aircraft hangars (B373, B423, 2303, B2305, B2306, B2309, B2312) to comply with current codes, UFC standards, and US Air Force policies. The A-E must provide personnel, services, and equipment necessary to perform all work, with primary technical services delivered by individuals licensed in California or another US state and experienced with aircraft hangar fire protection systems.

The scope includes demolition and disposal of existing foam systems, electrical components, and fire alarm components; removal of housekeeping pads; evaluation and upgrade of existing water sprinkler systems, fire/heat detection systems, and fire alarm notification systems; and seismic support installations. Deliverables comprise 35% design documents including equipment sizing calculations, floor plans, flow diagrams, equipment schedules, single-line power supply diagrams, electrical panel schedules, fire alarm panel schedules, design narratives, and cost estimates for demolition, new construction, and completion to 100% design. The A-E must also define scope for the construction contractor to complete final design. Work must comply with applicable federal, state, and local requirements, UFC standards, NFPA codes, and Air Force instructions. The project assumes construction execution in mid-2028. Key administrative requirements include assigning a Project Manager, establishing single email contact, obtaining base passes, submitting a Work Plan within 21 calendar days of award, and providing progress reports. Design submittals are due at 45 days (15% schematics), 90 days (35% draft), and 120 days (35% final) after job award, with 14-day government review periods required.

All work must meet the requirements of the applicable Federal, State, UFC, and the US Air Force requirements.

The A-E shall be capable of calculating the size and configuration of the replaced systems including water pumps, water pipes, power supply, circuit breakers, fuses, and short circuit requirements. A-E shall provide the 35% design level including equipment sizing calculations, floor plans, flow diagrams, equipment schedules, single line power supply diagrams, electric panels schedules, fire alarm panels schedule, design narrative (analysis), and a cost estimate for demolition, new construction, and completing the design to 100% level (construction documents). The cost estimate shall assume that the construction will be executed in mid-2028.

4. Scope of Work

A-E shall perform the work as described herein. The available as-built drawings for the buildings can be obtained from the COR as needed to show other details such as architectural, civil, electrical, plumbing and other division drawings. Some of the facilities are too old and the as-built drawings are not accurate or not available. The A-E shall provide the necessary drawings, calculations, design analysis, specifications, and construction cost estimate to cover the following:

4.1. Demolition and the disposal of the existing fire protection foam systems
