About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 19 is soliciting an Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed-price contract for comprehensive hazardous waste removal and management services. The contractor will be responsible for collecting, packaging, transporting, and disposing of hazardous, non-hazardous, and universal waste in compliance with EPA RCRA regulations and applicable state and local requirements, along with providing training and documentation. Special standards of responsibility require contractors to possess current hazardous waste transporter permits, EPA identification numbers, valid driver licenses for personnel, satisfactory FMCSA safety ratings, access to at least two Treatment, Storage, and Disposal Facilities (TSDFs) within 600 miles, fleet vehicles capable of simultaneous coverage of all three locations, and comprehensive Standard Operating Procedures for waste handling and emergency response. Evaluation will be based solely on cost, provided that all special standards of responsibility are verified and met. The offer submission deadline is May 4, 2026 at 2:00 PM CDT, with proposals to be submitted electronically to mitchael.purdom@va.gov.
This procurement is unrestricted with no set-aside designations and carries a $47 million funding ceiling. The contract covers hazardous waste removal services across three VA Medical Centers: Jack C. Montgomery VAMC in Muskogee (quarterly service), Ernest Childers VA Outpatient Clinic in Tulsa (annual service), and James Mountain Inhofe VAMC in Tulsa (semiannual service beginning September 2026), with estimated annual waste volumes ranging from 1.2 to 4.8 tons across all facilities. The base performance period runs from May 1, 2026 through April 30, 2027, with four optional one-year extension periods available through April 30, 2031. The Service Contract Act wage determination 2015-5319 applies with current wage rates and fringe benefits. Contract administration will be handled by the Department of Veterans Affairs Financial Service Center in Austin, Texas, with monthly invoicing required in arrears.
