About this opportunity

The Department of the Air Force Headquarters District Washington seeks professional installation of three bottle-less water refill stations with integrated drinking fountain bubblers and removal of three existing water stations at Joint Base Andrews, Maryland, with proposals due August 7, 2026 at 10:00 a.m. EDT. The procurement is a total small business set-aside under NAICS 238220 with a $19 million size standard.

Place of performance is Joint Base Andrews, Maryland (89th Airlift Wing Headquarters, 1419 Menoher Drive, Building 1419). The three new stations must feature touchless/hands-free activation, NSF/ANSI certified filtration systems (42 & 53 standards, minimum 3,000-gallon rating), refrigerated water delivery between 40 and 50 degrees Fahrenheit, and lead-free compliance. One station will be located on the first floor in front of bathrooms (replacing two existing fountains), and one on the second floor next to the men's bathroom and room 211 (replacing one existing fountain). Each unit measures 36-3/4 inches by 19 inches by 39-1/2 inches and weighs 104 pounds. The contractor must provide a one-year warranty including filter replacement upon request and general maintenance for optimal performance, with repairs to equipment affecting water supply or pressure included. The procurement includes four CLINs: CLIN 0001 (one bottle filling station), CLIN 0002 (one bottle filling station with versatile bi-level ADA cooler), CLIN 0003 (removal and installation of three stations), and CLIN 0004 (semi-annual maintenance services on all three units). Semi-annual routine maintenance must include filter replacement per manufacturer specifications, inspection and cleaning of all components, and verification of proper operation. Corrective maintenance requests must be addressed within 24 hours of government notification. Work shall be performed Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding federal holidays. All three existing installation locations have suitable 120V electrical service, water supply connections, drain connections, and wall support. Personnel must maintain current manufacturer certification, possess appropriate security clearances, and comply with Joint Base Andrews security requirements including valid identification. Evaluation is based on price and technical acceptability. Amendment 2 (August 3) extended the deadline to August 7 and clarified CLIN structure; Amendment 1 (July 27) offered an optional site visit on July 30. Responses must be submitted via email to Contract Specialist Jamahl Tyson and Contracting Officer Dennis Early; quotes remain valid for 90 days.
