About this file

This is a Responses to Questions document for federal contract F1DT11 dated 3 August 2026, addressing contractor inquiries regarding the installation and maintenance of 89 water bottle stations.

The procurement requires installation of three water bottle stations at Joint Base Andrews with semi-annual preventive maintenance for all three installed units under the newly added CLIN 0004. All three existing installation locations have suitable 120V electrical service, water supply connections, drain connections, and wall support for replacement units. Standard wage determination applies to installation work, and RFO 52.228-5 insurance requirements apply for contractors performing work at the base. The government confirmed no restrictions on manufacturer or model selection provided equipment meets or exceeds all salient characteristics. Site visit was conducted on 30 July 2026 at 1000 hours with photographs provided for reference. The contracting officer clarified that semi-annual maintenance (not quarterly as originally stated) applies to all three stations and added CLIN 0004 to the contract to incorporate this maintenance requirement with updated Performance Work Statement documentation. Contractors may use standard qualified technicians for installation without union labor or prevailing-wage rate requirements beyond the standard wage determination.
