About this opportunity
The Department of the Air Force Air Education and Training Command seeks creation of an Automated Student Processing System at Sheppard Air Force Base, Texas, with proposals due September 16, 2026. The procurement is set aside for small business concerns and will result in a single firm fixed price contract.
This is a combined synopsis and solicitation (RFQ FA302026Q0087) for a commercial-off-the-shelf or modified COTS solution to replace the current paper-based in/out-processing system serving approximately 10,000 military students annually. The solution must be configured within the Air Force Network's Microsoft Office 365 environment or an alternate hosting environment meeting Impact Level 5 compliance and commercial item criteria, with preference given to products holding an existing Authority to Operate. The system must accommodate up to 5,000 active student records simultaneously, support automated workflow routing with role-based access for multiple internal agencies, include CAC certificate authentication and digital signature capabilities, provide a leadership dashboard with real-time tracking and automated trend reporting, and deliver five days of on-site training for up to 130 users. Annual software support must include licensing, updates, and helpdesk assistance available 0700–1600 CST Monday–Friday (excluding federal holidays), with full system outages resolved within four hours.
Place of performance is Sheppard Air Force Base, Texas. The contract consists of a one-year base period with four additional one-year option periods. Amendment 1 updated the NAICS code to 513210, Software Publishers, with a small business size standard of $47.0 million. The PSC code is 7A21, IT and Telecom—Business Application Software (Perpetual License Software). This is a new contract with no incumbent. Evaluation criteria and weightings are not specified in the source materials provided.

Update #4 · Latest ·
Note -- Amendment 1 was originally posted with the note that the response deadline was not changed, but had an incorrect date. The response deadline was and remains 16 Sep 2026. Additionally, the excel attachment was automatically protected by the Government systems. That protection has been removed to allow vendors to open the document. The table is the same as what is contained in the SOW, just in a more copy-friendly format.
Finally, to clarify further the Government's answer to question two, even though market research found other similar purchases that did not appear to require an ATO, the solution provided must either already possess a valid ATO or be able to obtain one. Preference will be given to products that have an existing ATO.
***AMENDMENT 1***
The purpose of this amendment is to update the NAICS code for this requirement from 334111 (Electronic Computer Manufacturing) to 513210 (Software Publishers). This amendment also includes the vendor questions received and the Government’s responses. The response deadline has not changed and still stands at 16 Sep 2026 by 2:00pm CST.
**An incorrect NAICS code of 541511 was used in this amendment and has since been changed to the listed NAICS of 513210**
