About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is issuing a Request for Information to identify vendors capable of delivering an enterprise-ready document control management system integrated with SharePoint Online, with RFI responses due October 15, 2026, at 10:00 a.m. Eastern Time. This is a pre-solicitation notice for information and planning purposes only; responding is voluntary and does not preclude participation in any future RFP.

The VA seeks a SaaS platform or Microsoft 365/SharePoint Online–native application to streamline the lifecycle of Standard Operating Procedures, forms, and related reference materials for VA personnel. The solution must support version control, role-based access control (end users, content administrators, system administrators), draft isolation, scheduled publication with automatic archival, search and filter capabilities by title, document number, effective date, category, and keyword, automated notifications, and WCAG 2.1 AA accessibility compliance. The system must render correctly on Windows desktops, tablets, and mobile devices; support IPv6-Only and dual-stack connectivity; and integrate with Azure Active Directory/Microsoft Entra ID single sign-on. Solutions deployed entirely within VA's existing Microsoft 365 tenant inherit the tenant's FedRAMP authorization; alternative SaaS deployments outside the VA tenant require FedRAMP Moderate authorization. The VA expects approximately 145 SOPs and 173 attachments in mixed office formats, with concurrent editing not exceeding two users per document and a true concurrent user base estimated in the hundreds.

The period of performance runs December 1, 2026, through November 30, 2027, with one optional 12-month extension. For native builds within the M365 tenant, the VA will furnish Microsoft 365/SharePoint Online licensing and price contractor effort as services rather than licensed products. No set-aside is anticipated. Work is performed at VA Technology Acquisition Center, Eatontown, New Jersey. Responses should be submitted to Ana Subashi (Ana.Subashi@va.gov) and Kendra Casebolt (Kendra.Casebolt@va.gov).
