About this opportunity
The Department of Veterans Affairs (VA) Technology Acquisition Center is conducting a Request for Information (RFI) to identify qualified vendors for Financial Management Business Transformation Systems Integrator Services, specifically for the Momentum® Enterprise Suite. The RFI seeks to obtain market information about capable sources that can provide comprehensive financial management software solutions, with a focus on modules including Momentum Financials, Momentum Acquisitions, and Momentum Business Insights. Vendors must provide detailed company information, including CAGE/Unique Entity ID, business size, status, and NAICS codes, with special consideration for Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Responses are due electronically by December 12, 2024, at 10:00 AM Eastern Time, with a strict 10-page limit excluding the transmittal page. The RFI emphasizes that this is a market research effort and does not constitute a formal solicitation, and all costs associated with responding will be at the vendor's expense.
The opportunity is not set aside for any specific business category, though VOSB and SDVOSB firms are encouraged to participate. The VA requires a comprehensive software solution to be deployed in the VA Enterprise Cloud using Microsoft Azure, with strict compliance to federal security standards including FISMA, HIPAA, and NIST requirements. The procurement seeks licenses for multiple user tiers, including 5,000 users for Momentum Financials, 3,000 users for Momentum Acquisitions, and an additional 90,000 requestor-only users. While no specific award value is mentioned, the solution will serve as the core system for VA's Financial Management and Business Transformation program (iFAMS). Vendors must be prepared to provide technical details about their approach, existing VA contracting vehicles, and capabilities for delivering Momentum licenses, with the understanding that this RFI is purely for information gathering and does not guarantee future contract award.
