About this opportunity
This Special Notice was published by the Department of Veterans Affairs regarding a sole source procurement by the Ann Arbor VA Medical Center. The Notice communicates the agency's intent to negotiate solely with eVideon, Inc. for upgrades to the facility's existing patient monitor system.
The Special Notice seeks to upgrade 132 LG touch screen TVs, 113 mounting arms, 101 power supplies, and related equipment, installation, and training services from eVideon. As the original equipment manufacturer, eVideon employs certified technicians who are solely able to supply and service the equipment without substantial cost duplication or application problems for the VA. The Notice requests evidence by May 23, 2022 that competition would benefit the government from certified third parties, but eVideon currently lacks certified distributors and all warranties would void. Responses must demonstrate the contractor's certification by the original equipment manufacturer and ability to perform preventative maintenance and services on the eVideon equipment in accordance with regulations. NAICS code 334220 for medical equipment and supplies applies to this opportunity.
Notice text
INTENT TO SOLE SOURCE NOTICE
The Department of Veterans Affairs, Ann Arbor VA Medical Center, 2215 Fuller Road, Ann Arbor, MI 48105 in accordance with FAR 6.302.1 Only one (1) Responsible Source and No Other Supplies or Services will satisfy Agency Requirements and Intends to Negotiate on a Sole Source Basis with the following vendor: eVideon, Inc., 1059 Wealthy SE, Suite 202, Grand Rapids, MI 49509.
This vendor provides the current eVideon equipment at this facility and will provide the required updates for this equipment for this procurement, Patient Monitor System Upgrades. The solution shall integrate the new patient monitors with the with existing eVideon Interactive Patient TV system. The current PDi systems will improve the patient interactive screens and allow patients to visit virtually with family, which has been an issue with the current pandemic. eVideon, Inc. is the Original Equipment Manufacturer (OEM) of this equipment and operational software and has certified, trained technicians to ensure the equipment and software are running at full capacity. eVideon, Inc. can provide the necessary equipment that is required to repair the equipment with the least amount of downtime.
eVideon currently does not have certified third-party distributors to work or service any of its equipment and would void all manufacturers warranties that are covered on the equipment and software that the facility has purchased. eVideon is the only firm capable of providing the supplies and services above without the Veteran s Health Administration experiencing substantial duplication of cost and problems with current applications that are eVideon approved, which cannot be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.
NAICS Code 334220 applies to this Procurement. This Notice of Intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must clearly indicate and show proof that they are a Certified Technician by the Original Equipment Manufacturer. Responses must also show proof that they can perform the Preventative Maintenance and Services on the eVideon Equipment while following all local, state, and federal regulation at a fair and reasonable price. Responses must also clearly indicate they can provide these services and possess the proper certification. Responses must be emailed to LouAnn.Gilliland@va.gov. Responses must be received no later than 12:00 PM Eastern Standard Time on May 23, 2022. No mail or telephone inquiries with questions will be accepted.
