About this opportunity
The Department of the Air Force Pacific Air Forces seeks two lightweight handheld Counter-Unmanned Aircraft Systems (CUAS) units with responses due September 21, 2026 at 10:00 AM Chamorro Standard Time and questions due September 18. This is a total small business set-aside with a small business size standard of 1,350 employees, issued under simplified acquisition procedures as a combined synopsis and solicitation.
Place of performance is 297 Noyes Street, Dededo, Guam 96929. Delivery is required 120 days after receipt of order (ARO) to 736 SFS/CR at Andersen Air Force Base, Guam, FOB Destination.
The handheld CUAS must detect and identify commercial off-the-shelf drone communication protocols to distinguish between authorized and unauthorized aircraft, and track both drone and operator in real time using location data. The system must force drones to land, return to origin, or hover in place without causing physical damage to persons or property. Technical requirements include detection across the 400 MHz–6 GHz spectrum with a maximum range of 7 kilometers, Android Team Awareness Kit (ATAK) compatibility, omni-directional antennas with haptic, aural, and visual alerts, AI/ML-powered drone identification with updated library, integrated jamming and optional Position, Navigation, and Timing (PNT) attack functionality, built-in LCD display and headset support, GNSS signal disruption capability, and rifle-like ergonomics. The system must be operable by personnel with minimal training in fast-paced and ambiguous situations.
Responses must include two volumes: Volume 1 with pricing tables and unit and extended prices; Volume 2 with detailed technical specifications demonstrating compliance with salient characteristics. Award goes to the responsible offeror providing best value based on price and technical specifications. All offerors must be registered in SAM.gov and include Unique Entity Identity, CAGE code, and small business status. Proposed prices must remain firm for 60 calendar days from offer receipt. FAR 52.232-18 applies. Funds are not presently available; government obligation is contingent upon appropriated funds availability.
