About this file

This document is a Requirement Description with Salient Characteristics for a Handheld Counter-Unmanned Aerial System (C-UAS) Device.

The requirement specifies a handheld, lightweight counter-UAS solution designed for operator-level defense that must be operable by personnel with minimal training in fast-paced and ambiguous situations. The system must detect and identify commercial off-the-shelf (COTS) drone communication protocols to distinguish between authorized and unauthorized aircraft, and track both the drone and operator in real-time using location data. The device must be capable of forcing drones to land, return to origin, or hover in place without causing physical damage that could endanger persons or property, while maintaining portability and ease of use. The system must integrate with Global Navigation Satellite System (GNSS) signals and disrupt drone command and control links.

Key technical specifications include detection of drones across the 400 MHz–6 GHz spectrum with a maximum range of 7 kilometers, Android Team Awareness Kit (ATAK) compatibility, omni-directional antennas with haptic, aural, and visual alerts, and AI/ML-powered identification with an updated drone library. The system must incorporate integrated jamming and optional Position, Navigation, and Timing (PNT) attack functionality, include Radio Frequency (RF) Disruption capabilities, provide built-in LCD headset and ATAK display support, and feature rifle-like ergonomics in handheld form. The requirement specifies procurement of two total systems.
