About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is procuring custom-fit anti-ligature solar window treatments and professional installation services for Building 148 Domiciliary at Hampton VA Medical Center. The project requires 181 window treatment units across four residential pods, with specific deliverables including 145 WebbLok Manual Roller Shade Systems and 36 WT Shades cordless manual roller shades, along with comprehensive installation services including field measurement verification, removal of existing treatments, custom arched fascia fabrication, and staff training. While the solicitation references Webblok Shade System and WT Shades CF200 SoloMount as the basis of design, the VA will accept equal products meeting salient characteristics such as anti-ligature certification, GREENGUARD/NFPA 701 compliance, and solar fabric with 3% openness, with sample demonstrations required within two weeks of submission if proposing alternatives. Award will be made to the lowest-priced offeror meeting technical acceptability requirements, evaluated based on bill of materials, labor appropriateness, project staffing plan, and project management plan. The original proposal deadline of February 25, 2026 has been extended to March 30, 2026 at 11:00 a.m. EDT, with a mandatory site visit rescheduled to March 25, 2026 at 10:00 a.m. EDT at Building 36 Security Office, and vendor questions must be submitted by February 20, 2026.
This is a new project with no set-aside designation and no incumbent contractor identified. The procurement requires a 10-week delivery and installation timeline following contract award with FOB Destination to Hampton VA Medical Center in Hampton, Virginia, and all installation services must be coordinated during normal business hours (7:30 a.m. to 5:00 p.m.) to accommodate patient care operations. Contractors must be registered in SAM.gov at the time of award and must provide an Original Equipment Manufacturer Letter of Authorization if bidding as a distributor or reseller, along with detailed submissions including company information, socioeconomic data, current federal contracts, and country of origin. The solicitation requires submission of separate pricing and technical proposals via email to Ruth Morris at ruth.morris@va.gov, with all freight costs included in quoted prices and compliance required with OSHA, ADA, building codes, NFPA 701, and VA security policies. Specific budget values are not disclosed in the solicitation documents, though the project specifications indicate a significant installation scope across multiple residential units within a behavioral health facility.

Question (Black) / Response (Red)
Could you please clarify if the project requires both types of fascias, or if only the curved fabric fascia will be required?
Response: The contract calls for an anti-ligature window shade. The Basis of Design (does not indicate a preferred vendor of the VA) includes a fascia that is a security box that holds the window treatment to prevent tampering within the behavioral health unit. All bidders should verify that selection they choose whether it includes fascia or not, is anti-ligature. The preference for the VA would be both. Square and curved, however, all options are welcome if it is anti-ligature.
Solicitation specifies Webblok Shade System and WT Shades CF200 SoloMount (basis of design). Does VA requires these exact brands, or will equal products meeting salient characteristics (anti-ligature, solar fabric WT 243 3% openness, GREENGUARD/NFPA 701 certified, custom arched fascia) be acceptable? If proposing equals, we understand sample/demo required within 2 weeks of submission.
Response: Correct
Do we need to take down the valences?
Response: Yes, per statement of work. Existing items need to be removed.
What do we need to do with the arch? Do you want it to be the same material?
Response: Statement of work mentions custom fascia for the arch. VA would like the valence to be the same material.
What you have on the Basis of Design is Inpro. Do they do a custom fascia?
Response: Please reach out to Inpro directly, but if necessary, custom fabrication for the arched valences is approved.
What is the current vendor of the shades?
Response: We do not know.
ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.

Amendment 36C24626Q0250 (P0002)
Question (Black) / Response (Red)
Are the existing windows impact-rated (impact glass)?
Response: VHA is unable to respond to the question due to the age of the windows.
Would chain-operated manual window treatments (clutch system) be considered acceptable, provided they meet all anti-ligature and safety requirements outlined in the solicitation?

The scope says that the contractor should conduct an onsite review and field measure of all windows for a custom fit prior to any materials being ordered and fabrication. - Does this mean that we can do a walkthrough, or should we expect a site visit date to be announced soon?

Response B: After award, the expectation is that the vendor would also do a site evaluation to ensure accuracy.

Update #2 ·
Question (Black) / Response (Red)
May a subcontractor or a designated representative of the Prime s project team attend the in-person kickoff meeting on behalf of the Prime?
Response: VHA approves both options for the kickoff meeting.
Alternatively, would the VA consider a hybrid attendance option where the Prime joins via video conference while technical staff are present on-site?
Response: VHA approves both options for the kickoff meeting.
Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Response: This is a brand new project
