About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is seeking a contractor to provide and install 28 pieces of ligature-resistant framed artwork for the Eugene J. Towbin VA Hospital's 1H Geri Psych inpatient unit in North Little Rock, Arkansas. The solicitation (RFQ 36C25625Q0493) requires contractors to submit comprehensive quotes including business information, pricing schedules, technical plans, and product specifications for artwork featuring Arkansas landscape scenery. Quotes must be submitted via email to joseph.warren@va.gov by February 26, 2025, with all questions due by February 18, 2025 at 10:00 AM. The evaluation will focus on technical capability and price, with contractors required to provide detailed documentation including manufacturer specifications, installation plans, and project management approaches. Submission requirements are strict, and failure to include any requested documentation may result in the quote being deemed non-responsive.

The solicitation does not have a specific set-aside, though priority will be given to veteran-produced artwork per VA Directive 7531. The artwork must meet specific technical requirements, including 35" x 23" dimensions, UV-protected frames with compound radiused corners, white decorative matboard, and UV optically clear acrylic plexiglass. The contract period of performance runs from September 30, 2025, to September 29, 2026, with installation to be coordinated with VA Interior Designers during specific work hours (8:30 AM - 2:30 PM, Monday through Friday). Contractors must provide OSHA 10-certified on-site supervision, submit samples of at least 50 unique images for selection, and include maintenance manuals with their proposal. The total project involves delivering and installing artwork at the VA hospital, with specific requirements for American-made frames, high-resolution image printing, and secure wall mounting using concealed fasteners.

Update #2 · Latest ·

The SOW doc refers to an example image of the frame corner but that picture is not included, could we get this missing image? Â Â See examples/pictures below of the of the frame image.

--The paper specified for the printing is currently discontinued. Would Kodak Professional Inkjet Lustre Photo Paper 255gsm be an acceptable alternative? Yes, that will be fine.

--For glazing, the doc specifies 100% UV plexi and 1/8" Lexan polycarbonate however these are two different materials. Could they specify which is the desired material for glazing? Â 100% UV Plexi

--Is FSC Certification required on the lumber? As far as I know it does not have to be.

--. In it a specific manufacturer of Behavioral Health Frame is indicated. Do you require an exact match for these frames or is an alternate match acceptable? The manufacturer listed is only a basis of design and does not have to be an exact match. An alternate is acceptable but still must meet the MTR for Behavioral Health frames.
