About this opportunity
The Federal Emergency Management Agency seeks procurement and delivery of a replacement heating, ventilation, and air-conditioning system for a Western Shelter expandable shelter at its Mobile Emergency Response Support facility in Thomasville, Georgia, with proposals due September 11, 2026. The procurement is a Total Small Business set-aside and carries a brand-name-only requirement with no substitutions permitted.
The required system is a Western Shelter model CL-ACAI35-10K with specifications including 42,000 BTU/hr cooling capacity, 41,000 BTU/hr heating capacity via heat pump, supplemental 10 kilowatt resistance heating, 208–240 volt single-phase power, and 1,400 CFM conditioned air supply. The system must be completely compatible and interchangeable with existing MERS Western Shelter HS/GK1935 shelters and mobile power supply units. Deliverables include the HVAC unit with intake and discharge boots, duct boot bag, air plenum, two thermostats, all required ducts, clamps, fasteners, a full-frame wheeled transport cart with vinyl cover, and a 30-foot power cord, delivered in new stock condition and fully prepared for installation and operational use. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; the PSC code is 4120, Air Conditioning Equipment.
The period of performance runs 4–6 weeks from award date, with delivery required to FEMA MERS-TV in Thomasville, Georgia between 0730 and 1430 EST, Monday through Friday, excluding federal holidays. Evaluation uses a best-value tradeoff process, weighting technical compliance first, delivery schedule second, and price third, with price explicitly not the determining factor.
