About this file

This document contains evaluation criteria and basis of award guidance for FEMA quote submissions using a Best Value/Tradeoff Process.

Quotes will be evaluated across three factors listed in descending order of importance: Factor 1 – Technical, which requires contractors to demonstrate that proposed items meet government technical requirements and must include item specification sheets and detailed descriptions of all items and services; Factor 2 – Delivery Schedule, which assesses how quickly items can be delivered, with contractors required to provide specific delivery dates for each item or risk having their quote deemed incomplete; and Factor 3 – Price, which will be evaluated in accordance with FAR Subpart 12.209 with the Contracting Officer determining contractor responsibility and price reasonableness. The document notes that FEMA is a federal tax-exempt agency (Tax Exempt Number 52-1227911) and does not resell its services.

The Basis of Award section clarifies that the Government will select the most advantageous offer based on the combination of price and non-price factors, with price explicitly identified as not the determining factor. The Best Value/Tradeoff Process permits the Government to make tradeoffs among evaluation factors and to award to other than the lowest-priced quote if a higher-priced proposal offers superior technical merit or delivery schedule advantages that provide better overall value to the Government.

Evaluation Criteria: Best Value

The Government will evaluate quote submissions based on the following evaluation factors, listed in descending order of importance:

Factor 1 – Technical: Technical consist of ensuring that the items being proposed from contractor meets the technical requirements of the government. Please be sure to include item specification sheet and detailed description of all items and services included on proposal.

Factor 2– Delivery Schedule: Items will be evaluated on how soon the items can be delivered. Contractors are to list when they anticipate when each item can be delivered. A delivery date must be mentioned, or the quote will be deemed incomplete.

Factor 3- Price The Government will evaluate offers for award in accordance with FAR Subpart 12.209 and per the requirements of the statement of work, and the Contracting Officer shall determine that the prospective Contractor is responsible and that the prices offered (inclusive of discounts) are reasonable before award the contract. The Contracting Officer must ensure that contract terms, conditions, and prices are commensurate with the Government’s need. FEMA is a federal tax-exempt agency and does no reselling of its services. The FEMA Tax Exempt Number is 52-1227911.

Basis of Award

Quotes received will be evaluated for award in accordance with the Best Value/Tradeoff Process and based on the evaluation factors listed above. The best value is represented by the most advantageous offer, price and other non-price factors. Price is not the determining factor for this requirement. Although price is important it may not result in the best value. Therefore, the best value may not necessarily be the quote offering the lowest price or receiving the highest technical rating. This process permits tradeoffs among price and non-price factors and allows the Government to accept other than the lowest price quote.
