Statement of Work (SOW) For

Replacement Western Shelter HVAC System

1.0 GENERAL

1.1 BACKGROUND

The existing Western Shelter’s expandable shelter’s Heating, Ventilation and Air Conditioning system at FEMA

Mobile Emergency Response Support (MERS) Thomasville has become unreliable, inefficient, and no longer meets energy and heating and cooling standards. As a result, a complete replacement of the HVAC System is needed to meet the demands of the tactical, mobile emergency response unit. This replacement is driven by several key mission requirements: Energy reduction, improved reliability, quality and comfort, enhanced safety and OSHA compliance, lower maintenance requirements and costs, and elimination of hazardous materials.

1.2 SCOPE

The scope of work encompasses all labor, materials, equipment, shipping and services required to deliver a new, portable HVAC system. The contractor shall perform the following:

A. Delivery of Portable HVAC System: The entire HVAC unit and attachments must be completely compatible and interchangeable with all MERS’ existing Western Shelter HS/GK1935 shelters and mobile power supply units.

It must be self-contained and portable and provide 42,000 Btu/hr of cooling and 41,000 Btu/hr. of heating.

It must have a supplemental 10KW heat, (208-240 volt) heat strip. UL listed for outdoor use and rated at

208/240V, single-phase power. It must include intake boot, discharge boot and duct boot bag. It must be contained within a full-frame, wheeled transport cart and vinyl cover. It must include an Air Plenum and all clamps, fasteners, two identical thermostats, and all other required ducts, parts and materials required to install the HVAC to our Western Shelters and provide proper disbursement of climate-controlled heated, cooled and ventilated air. The HVAC unit must be from new stock. The Contractor shall deliver the complete system to the address specified above in turn-key condition, fully prepared for installation and operational use with

MERS’ Western Shelters.

1.3 OBJECTIVE

The objective of this project is to replace the existing, heavily worn HVAC system that provides climate controlled air to MERS’ deployable Western Shelter Long-Term Temporary Shelter Systems with a new HVAC system. The replacement shall include all components, parts, and attachments necessary to complete the installation and ensure the HVAC system is fully functional for long-term, temporary use within the Western Shelter Long-Term

Temporary Shelter System.
