About this opportunity
The Federal Emergency Management Agency seeks a commercial off-the-shelf contact management and distribution software platform, with an amended proposal due date of September 3, 2026 at 10:00 am ET and questions due August 25, 2026. This is a total small business set-aside (women-owned small businesses, economically disadvantaged women-owned small businesses, service-disabled veteran-owned small businesses, or HUBZone small businesses).
Place of performance is the contractor's facilities. The base contract period runs September 24, 2026 through September 23, 2027, with four one-year option periods extending through September 23, 2030. The NAICS code is 513140, Directory and Mailing List Publishers, with a 1,000-employee size standard. The PSC is DA10, IT and Telecom—Business Application/Application Development Software as a Service.
The web-based platform must provide seamless access to a database of over 50,000 journalist contacts and support FEMA's current operations of over 300 active users with a minimum of 50 concurrent users and up to 400 active accounts. The system must handle 100-plus media inquiries monthly during steady-state operations and up to 600 monthly during disaster activations, distribute to over 700 recipients per distribution, support up to 10 attachments per email, and maintain 24/7 availability with Help Desk resolution within 24 hours. The contractor must transition approximately 5,000 existing media contacts and up to 100,000 media inquiry activities from FEMA's incumbent Cision Public Relations/VOCUS system within 30 days of award and update media contacts at minimum biweekly. Integration with Microsoft Outlook, Excel, and SharePoint is desirable; export capability to Word, Excel, and PDF is required.
Security compliance includes Controlled Unclassified Information handling, Tier 2 Suitability background investigations for contractor personnel with information system access, Privacy Act compliance, Section 508 accessibility standards, and FIPS 140-2/140-3 encryption. A mandatory 60-minute software demonstration is required during September 7–11, 2026. Award is anticipated September 22, 2026.
Evaluation uses best value tradeoff: Technical and Management Approach is weighted most heavily, followed by Past Performance (three to five examples within the past five years with CPARS review), then Price. Technical proposals are limited to 15 pages; past performance documentation has no page limit; price proposals must complete the provided schedule; assumptions are limited to 2 pages.
