About this opportunity

The National Institute of Standards and Technology (NIST), under the Department of Commerce, is procuring seven 1-axis real-time fiber-optic-based interferometer systems for building a compact, portable primary standard instrument to measure gram-level masses via a Kibble balance. These sophisticated analytical instruments must meet stringent technical specifications including 1 picometer position resolution, environmental compensation capabilities, laser frequency stability of less than 100 parts per billion over one hour, and a maximum weight of 1 kilogram per unit. The procurement is structured as a full and open competition using simplified acquisition procedures, with all equipment required to be new with no used, experimental, or prototype components accepted. Evaluation will be conducted based on three factors: Technical Capability (most important), Past Performance, and Price, with Technical Capability and Past Performance combined being more significant than price alone. Quotations must be submitted electronically by 12:00 PM Eastern Time on September 5, 2025, and offerors must be registered in the System for Award Management (SAM).

This solicitation does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. While specific contract values are not disclosed, the procurement will result in a single firm-fixed-price purchase order for the seven interferometric displacement sensors. The contractor must deliver all equipment within three months after receipt of order to NIST's facility in Gaithersburg, Maryland, with FOB Destination terms and 100% payment following inspection and acceptance by the NIST Technical Point of Contact. Performance will be conducted at the Gaithersburg location where NIST will conduct verification tests comparing the interferometer systems' stability and accuracy against existing laboratory equipment. The contractor must provide a minimum one-year warranty, and NIST reserves the right to complete inspection and acceptance within seven business days of receipt, with authority to reject any nonconforming supplies.
