About this file
This is a NIST Requirements Document for an Interferometric Displacement Sensor. The National Institute of Standards & Technology (NIST), Fundamental Electrical Metrology Group, is seeking seven (7) 1-axis real-time fiber-optic-based interferometer systems to build a compact, portable primary standard instrument for measuring gram-level masses via a Kibble balance. The systems must meet extensive technical specifications, including a compact laser system, fiber-coupled sensor heads, 1 picometer position resolution, environmental compensation capabilities, laser frequency stability of less than 100 ppb over 1 hour, and a maximum weight of 1 kg.
Key procurement details include delivery within 3 months ARO to NIST's Gaithersburg, MD location, FOB Destination terms, and payment of 100% after inspection and acceptance by the NIST Technical Point of Contact (TPOC). NIST will conduct performance tests to verify system specifications, including comparing interferometer stability and accuracy to existing laboratory equipment. The contractor must provide a minimum 1-year warranty, and all equipment must be new, with no used, experimental, prototype, or "gray market" components accepted. Inspection and acceptance will occur within 7 business days of receipt, with NIST reserving the right to reject nonconforming supplies.

NIST Requirements Document
Interferometric Displacement Sensor
I. Background / Scope
The National Institute of Standards & Technology (NIST), Fundamental Electrical Metrology Group, requires the purchase of SEVEN (7x) 1-axis real-time fiber-optic-based interferometer systems. This laser interferometer will be used to build a compact (portable), primary standard instrument for realizing gram-level masses via a tabletop Kibble balance traceable to the quantum SI. The laser interferometer will be used to measure and control position changes in the self calibration and measurement modes of the Kibble balance. This interferometer is required to perform accurate relative distance measurements in air and such requires measuring local environmental parameters such as humidity, temperature and pressure to reduce air-induced variations of the index of refraction. Furthermore, it is required to be traceable to international length standards (NIST-traceable).
1.
II. Minimum Requirements The system shall meet the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The Contractor shall provide seven (7) fiber-coupled 1-axis interferometric displacement sensor systems that meet the following minimum specifications:
a) The laser system should be compact in size to be integrated into the instrument.
b) Sensor heads must be interconnected via individual glass fibers and must be capable of working with reflective mirrors as the counter-surface.
c) Three individual sensor heads are needed.
d) The size of the sensor heads should not exceed 25 mm diameter.
e) A high-speed interface for real-time data communication is required.
f)
g) System shall have one (1) position measurement axis channels.
h) System shall have one (1) individual compact sensor heads connected by fibers for 1 axis displacement measurements.
i) System shall have a function for the sensor head alignment with alignment laser beams for each axis.
j) System shall measure absolute displacement with relative accuracy of less than 1 ppm.
k) System shall support 1 picometer position resolution with a minimum of 47 bit digital readout at 10 MHz bandwidth.
l) System shall include environmental compensation to measure temperature, pressure and humidity and compensate position measurement from beam path refractive index changes.
m) Frequency stabilized laser shall be included in system. System requires laser frequency stability of less than 100 ppb over 1 hour.
n) Position measurement shall be traceable through laser frequency to an accepted international reference.
o) Laser system shall include visible alignment laser.
p) Maximum weight: 1 kg (or less)
q) System shall have real-time incremental quadrature position output, analog sin/cos output, and real-time high-speed digital absolute position output
r) Shall include web interface for sensor setup and diagnostics
I. Delivery
Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than 3 months ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology
100 Bureau Drive, Building 220
Gaithersburg, MD 20899-1640
II. Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. Inspection tests include:
1. NIST will check interferometer stability and accuracy via comparison to existing interferometers in the laboratory group.
The Government will test, inspect, and accept the equipment onsite within 7 business days of the receipt of the (supply general description). A visual inspection of the (supply general description) will be performed by the NIST TPOC to identify surface defects or any form of indication that the
(supply general description) was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the (supply general description) due to defects and/or nonconformance.
III. Warranty The contractor shall warrant the entire system for a period of a minimum of) 1 year after inspection and acceptance and shall be in accordance with terms in FAR 52.212-4
IV. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after inspection and acceptance by the TPOC of the system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
