The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking to procure laundry, dry cleaning, and alteration services for Junior Reserve Officer Training Corps (JROTC) programs across seven Birmingham City Schools. The services include comprehensive uniform maintenance for approximately 1,300 JROTC cadets, encompassing pickup, cleaning, pressing, and alteration of Army Combat Uniforms and Army Service/Dress Uniforms with a required 7-day turnaround time. The contract structure includes one base year from September 27, 2025, through September 26, 2026, with four potential option years extending through September 26, 2030. Responses to this sources sought notice must be submitted by email to Contract Specialist Bryce L. Medley at bryce.l.medley.civ@army.mil no later than June 20, 2025, at 11:00 AM ET. The government seeks detailed information about firms' capabilities, experience with similar requirements, pricing information, and recommendations for improving competition among small businesses.

The procurement is intended as a small business set-aside, provided that two or more qualified small businesses respond with sufficient information to support the set-aside designation. The government encourages participation from all small business categories including 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The anticipated NAICS code is 812320 for Drycleaning and Laundry Services with a size standard of $34.5 million, though the notice incorrectly references NAICS 611310 in the description. The contract will serve approximately 1,300 cadets across seven high schools in the Birmingham City Schools system. While no specific contract value is provided in this sources sought notice, the government emphasizes that limitations on subcontracting apply to contracts above the Simplified Acquisition Threshold and to certain set-aside categories regardless of dollar value.
