About this opportunity
The Federal Aviation Administration seeks quotations for ATCBI-5 Encoder Modification Kits to support conversions at Airport Surveillance Radar Model 8 facilities as part of the Radar System Replacement Program implementation, with proposals due September 11, 2026. This is a Total Small Business set-aside.
Place of performance is Oklahoma City, Oklahoma. The procurement comprises two contract line items: CLIN 001 requires fabrication and delivery of one First Article Unit within ninety calendar days after receipt of order, and CLIN 002 is an option to purchase up to thirty production units following first article approval. The kits add an additional signal path to existing rotary joints to achieve compatibility with Mode Select Beacon System configuration and RSR architecture. Components include Heliax cable, connectors, surge arrestors, and encoder cabling per the attached Parts List, sourced from manufacturers including Andrew/Amphenol, Pasternack, Alpha Wire, and Corsair.
The FAA will conduct visual inspection of the first article unit within thirty days to verify conformance to the Parts List and accept or reject accordingly. Upon first article approval, production units must be delivered no later than 180 days after notification of approval. The contract is Firm Fixed Price with FOB Destination delivery to the Mike Monroney Aeronautical Center. All preservation, packaging, and packing shall comply with MIL-STD-129R and ANSI-ESD standards. The NAICS code is 334419, Other Electronic Component Manufacturing; PSC code is 5963, Electronic Modules. The Contracting Officer's Representative is Brandon Brumley, AJW-L910, Radar Technical and Program Support Branch. Quotations must be submitted electronically to raymond.a.lena@faa.gov.
Notice text
1. BACKGROUND
The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The rotary joints currently installed at ASR-8/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-8 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which adds an additional signal path to accommodate the encoders used in the ASR-8 rotary joint.
