About this file
This is a Statement of Work (SOW) for the Federal Aviation Administration (FAA) procurement of ATCBI-5 Encoder Modification Kits to support modifications at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The contractor shall fabricate conversion kits that add an additional signal path to existing rotary joints at ASR-8/ATCBI-5 sites to achieve compatibility with Mode Select Beacon System (Mode-S) configuration and RSR architecture. The scope consists of two contract line items: CLIN 001 requires delivery of one (1) First Article Unit no later than 90 days after receipt of order (ARO), and CLIN 002 is an option to purchase up to thirty (30) Production Units following first article approval. The contractor must procure and package all parts listed in Attachment 1 – Parts List. The FAA will conduct visual inspection of the first article unit within 30 days to determine conformance to specifications and accept or reject accordingly. Upon first article approval, the contractor becomes an approved source, and production units must be delivered no later than 180 days after notification of First Article Approval. All preservation, packaging, and packing shall comply with Provision 61. The Contracting Officer's Representative is Brandon Brumley, AJW-L910, Radar Technical and Program Support Branch.

STATEMENT OF WORK
Procurement of ATCBI-5 Encoder Modification Kit
1. BACKGROUND
The Federal Aviation Administration (FAA) has identified a requirement to procure conversion kits to support modifications to the Air Traffic Control Beacon Interrogator (ATCBI-5) configuration at Airport Surveillance Radar Model 8 (ASR-8) facilities as part of the Brand-New Air Traffic Control System (BNATCS) implementation under the Radar System Replacement (RSR) Program.
The rotary joints currently installed at ASR-8/ATCBI-5 sites do not provide the number of signal paths required to support integration with the RSR architecture. To achieve compatibility, the existing rotary joints must be converted to the configuration utilized at ASR-8 sites equipped with the Mode Select Beacon System (Mode-S). This conversion requires the installation of a kit developed by AJW-1433, which adds an additional signal path to accommodate the encoders used in the ASR-8 rotary joint.
