About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 19 (VISN 19) Network Contracting Office in Greenwood Village, Colorado has issued a Notice of Intent to award a sole source contract for medical gas and cylinder rental services to General Distributing Co., a small business located in Great Falls, Montana. This Special Notice, posted on October 28, 2025, pertains to industrial gas manufacturing services classified under NAICS code 325120 and PSC code 6835. The procurement is specifically intended to support the Montana VA Health Care System's critical healthcare operations. The sole source award is justified based on the existing vendor's demonstrated capability and the urgent need to maintain continuity of essential medical gas supplies during an ongoing contract dispute resolution process.
The primary objective of this bridge contract is to ensure uninterrupted delivery of medical gases and cylinder rentals to the Montana VA Health Care System from November 14, 2025, through January 31, 2026, with potential extension available under FAR Clause 52.217-8 if corrective action on the VISN IDIQ contract remains pending. The Montana VA Health Care System lacks in-house capability to manufacture medical gases and requires continuous supply to support critical clinical operations including clinics, wards, surgery, and pharmacy services. Interested parties may submit capability statements by 2:00 PM Mountain Standard Time on October 31, 2025, to Noaa Lanotte at Noaa.Lanotte@va.gov, though this notice explicitly states it is not a request for competitive quotes. Eligibility is limited to small businesses meeting the 1,200-employee size standard for this NAICS classification, and General Distributing Co. has already been performing these services under emergency bridge authority.

The Montana VA Health Care System requires a short-term bridge contract for medical gas delivery and cylinder rentals. The period of performance will be from November 14, 2025, until January 31, 2026. FAR Clause 52.217-8 will be included in the event additional time is required for corrective action related to the VISN IDIQ contract.
The Montana VA Health Care System does not have the capabilities to produce/manufacture medical gases on its own and there is a need to continue receiving medical gases and cylinder rentals on a continual basis to prevent disruption of these critical healthcare supply and services for clinics, wards, surgery, and pharmacy services. Any delay in supplying these medical gases could negatively impact the operations of the healthcare system. General Distributing Co., a small business, has been providing the required supplies via an emergency bridge contract. Due to the ongoing corrective action regarding the VISN IDIQ contract protest, another short-term contract is necessary to ensure the ongoing supply to the Montana VA Health Care System from the current vendor.
The associated North America Classification Systems (NAICS) Code is 325120 and the Business Size Standard is 1,200 employees.
