About this opportunity

The Department of Veterans Affairs (VA), Veterans Integrated Service Network 5 (VISN 5), is soliciting bulk liquid oxygen delivery services for the Beckley Veterans Affairs Medical Center (VAMC). The procurement requires an estimated annual supply of 38,918.92 gallons of medical-grade OXYLIQ Liquid Oxygen (Nonflammable UN1073), with deliveries occurring twice weekly at approximately 375 gallons per delivery. Vendors must be an Original Equipment Manufacturer (OEM), authorized dealer, distributor, or reseller and must provide an authorization letter from the OEM, along with valid certificates of analysis for each delivery and compliance with FDA regulations. Award will be made to the lowest-priced quotation that meets all technical requirements specified in Attachment A, with strict prohibitions against gray market or remanufactured items. Interested vendors must submit electronic quotes to Ryan Singletary at RYAN.SINGLETARY@VA.GOV by January 20, 2026 at 12:00 PM Eastern Time, with the option to schedule a mandatory site visit by January 7, 2026 to confirm vehicle accessibility to the facility.

This solicitation is designated as a Total Small Business set-aside and carries no announced budget range or specific award value. The contract period extends from March 2, 2026 through March 1, 2027, with delivery hours restricted to 8:00 A.M. to 4:00 P.M., Monday through Friday, excluding federal holidays, and emergency delivery capability required within 24 hours if needed. Vendors must use smaller delivery vehicles with a maximum Gross Vehicle Weight of 20,000 pounds (single axle, dual wheel configuration) due to limited site access, and the VA-owned storage container has a 107 cubic foot (800-gallon) capacity. The place of performance is located at 200 Veterans Ave, Beckley, WV 25801. Contractors will assume all vaporization losses, with measurement based on calibrated liquid flow meters or liquid level gauges, and must maintain necessary federal, state, and local licenses along with liability insurance coverage.
