About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 22, Network Contracting Office (NCO) 22, located in Long Beach, California, has issued a Notice of Intent to sole source a spinning disk confocal imaging system from Nikon Instruments Inc. This special notice, posted on April 2, 2026, announces the government's intention to execute a firm fixed price contract under FAR Part 13 Simplified Acquisition Procedures for commercial items. The intended contractor is Nikon Instruments Inc., headquartered in Melville, New York. The Southern Arizona VA Healthcare System (SAVAHCS) requires this specialized imaging equipment to support an ALS study involving subcellular protein localization research. This notice provides interested parties an opportunity to submit capability statements challenging the sole source justification.

The primary objective is to procure a CICERO 50/250UM spinning disk confocal system with Celesta 5CH (Part Number 99899) and associated interlock cable that integrates with the existing Nikon Ti Microscope System at SAVAHCS. The equipment must provide high-resolution optical imaging capabilities with a field of view up to 22mm, lateral resolution of approximately 230nm, axial resolution of approximately 600nm, and spectral ranges spanning 390-750nm excitation and 430-850nm emission. Interested contractors must submit capability statements demonstrating clear, compelling, and convincing evidence that competition would benefit the government by April 8, 2026, at 1:00 PM Pacific Daylight Time to Contract Specialist Clift Domen at Clift.Domen@va.gov. Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) firms are particularly encouraged to respond and should include VetBiz.gov certification documentation. The NAICS code for this procurement is 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees.

The SAVAHCS ALS study requires subcellular localization of proteins of interest and fluorescence microscopes are a method of choice for such characterization. The spinning disk confocal imaging system must provide imaging results with optical depth, 3D imaging reconstruction, and superior resolution.

Contractors must provide a compact, high-performance widefield and spinning disk confocal imaging system designed for advanced fluorescence microscopy, live-cell imaging, and high-resolution optical research. Featuring precision optics, seamless integration with modern microscope platforms, and high-sensitivity fluorescence detection, the system must ensure superior image quality, sensitivity, and speed for cutting-edge research applications.

The spinning disk confocal imaging system must be compatible with the current existing microscope operating via Nikon s proprietary NIS-Elements software. The full enclosure incubator currently on the microscope is retrofitted to allow physical clearance for the Cicero 50/250 UM with Celesta 5CH to be added.

This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source.

The North American Industry Classification System (NAICS) for this requirement is, 334516 Analytical Laboratory Instrument Manufacturing. Product of Service Code for this requirement is 6650 Optical Instruments, Test equipment, Components and Accessories. The Small Business Administration (SBA) size standard for this sector is 1,000 Employees.
