About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 (VISN 15) is seeking sources for Cost per Patient Reportable Result (CPRR) hematology instrumentation, reagents, and service to support multiple VA Medical Centers across Missouri, Kansas, and Indiana. This Sources Sought Notice is a market research announcement designed to identify qualified vendors capable of providing automated hematology analyzers, including XN3100 and XN20 models, along with comprehensive support services. Key requirements include FDA-approved instrumentation with bi-directional interfaces, remote monitoring capabilities, quality control data management, and extensive validation protocols to support comprehensive blood count testing, six-part differential analysis, body fluid analysis, and digital cell morphology capabilities. As a Sources Sought Notice rather than a formal solicitation, this announcement does not obligate the government to award a contract; however, vendors must provide detailed capability statements demonstrating technical expertise and functional area experience. Interested parties must submit written responses no later than December 26, 2025, at 1:00 PM CST, including company information, points of contact, UEI numbers, Cage Codes, and detailed qualifications addressing their ability to perform the required work.

This procurement carries no set-aside designations but targets small businesses under NAICS code 334516 with a 1,000-employee size standard. Eleven VA facilities across the region will participate, with estimated annual workloads ranging from 13,500 to 97,000 tests across the participating centers. The contract structure includes a base year running from October 1, 2026, through September 30, 2027, followed by four option years, with full implementation and equipment installation anticipated by January 1, 2027. All offerors must be registered in the System for Award Management (SAM), and Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses must additionally register with SBA VetCert. While specific award values are not disclosed in this market research phase, the multi-year contract structure and broad geographic scope indicate a substantial procurement supporting multiple high-volume medical facilities.
