About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 17 seeks quotations for a molecular testing platform serving five VA facilities across Texas and New Mexico, with quotes due August 5, 2026, and technical questions due July 24, 2026. The procurement is unrestricted and issued under FAR Part 12 commercial procedures as a request for quotation (RFQ).

Place of performance spans five locations: Amarillo VA Health Care System (6010 W Amarillo Boulevard, Amarillo, Texas), Lubbock Clinic, Dalhart VA Community Based Outpatient Clinic, Childress Clinic, and Clovis VA Clinic in New Mexico. Vendors must be registered in SAM for NAICS code 334516 (Analytical Laboratory Instrument Manufacturing); SDVOSBs and VOSBs must also register in SBA.gov to be eligible.

The requirement is an all-inclusive firm-fixed-price contract per reportable test, structured as an IDIQ with guaranteed minimum award of $204,042.48 and maximum aggregate value of $1,020,212.40, covering one base year (October 1, 2026 to September 30, 2027) plus four optional one-year periods. Equipment must include FDA-approved molecular PCR analyzers capable of performing seven assay types (Strep A, Influenza A/B, SARS-CoV-2, RSV, MRSA, C. difficile, and vaginal panel), with random-access operation, 90-minute turnaround time, CLIA-waiver capability for three CBOCs, and bi-directional interface compatibility with VA VistA and Cerner LIS systems. Vendor must provide installation, validation, training for two operators per instrument, 24-hour service response time, and preventive maintenance, with all costs embedded in per-test pricing. Evaluation weighs technical capability and past performance combined as significantly more important than price. Quotations must be submitted by email only to jose.campa@va.gov; submissions in other formats will be deemed technically unacceptable. Aggregate file size may not exceed 25 megabytes.
