CONTRACT TYPE AND PRICING AUTHORITY
This acquisition is for commercial products and commercial services as defined under FAR
2.101. The acquisition shall be conducted using streamlined commercial item procedures under FAR Part 12, as supplemented by VAAR Part 812. The contract type shall be Firm-Fixed-Price (FFP) in accordance with FAR 12.207 and FAR 16.202. The all-inclusive FFP Per Reportable Test pricing model is a commercial practice widely used in the federal healthcare sector for closed-system molecular diagnostic testing programs, wherein the Contractor bears full responsibility for all costs of delivering a patient reportable result.
Price reasonableness shall be determined by the Contracting Officer through price analysis in accordance with FAR 15.404-1(b), using techniques that may include: comparison of competing offers received; comparison with prior contract prices for the same or similar items; comparison with published catalog or market prices; and/or an independent Government cost estimate. The period of performance and option structure shall comply with FAR 17.207.
PERIOD OF PERFORMANCE
The period of performance shall be one (1) base year and four (4) one (1)-year option periods, contingent upon availability of funds and the Government's determination that exercise of each option is in the Government's best interest under FAR 17.207. Options shall be exercised at the unilateral right of the Government. The total potential ordering period, inclusive of all options, shall not exceed five (5) years.
EQUIPMENT REQUIREMENTS
The Contractor shall provide Contractor-Furnished Equipment (CFE) meeting or exceeding the minimum specifications below. All equipment costs — including instrument use, maintenance, and removal — are fully embedded within the all-inclusive FFP Per Reportable Test unit price.
