About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is seeking to procure a Leica HistoCore BIOCUT Manual Microtome for the Beckley VA Medical Center in West Virginia. The solicitation (36C24525Q0263) requires a specific manual microtome designed for cutting tissue ribbons for microscopic slides used in pathologic examination. Key contract requirements include a manual unit without any automation or electronics, a manual auto advance feature, compatibility with high and low-profile blades using a 2-in-1 blade holder, a personalized coarse feed wheel, and an antistatic waste tray. The evaluation criteria will focus on responsiveness to the specific technical requirements, with the contract to be awarded to the most advantageous offer that conforms to the solicitation. Quotes are due by February 4, 2025, at 4:00 PM EST, with bidders required to submit descriptive literature, a letter of authorization to distribute, and pricing information.

The solicitation is designated as a 100% small business set-aside under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. Market research indicated significant challenges in finding a vendor that meets all specific requirements, with previous procurement attempts failing to identify a suitable alternative to the Leica brand. Extensive vendor outreach, including multiple Request for Information (RFI) and Request for Quote (RFQ) processes, found no acceptable alternatives to the specified Leica microtome. The place of performance is located at 200 Veterans Ave, Beckley, WV 25801. Delivery is required within 60 days after receipt of order, and the procurement falls under Product Service Code (PSC) 6640 for Laboratory Equipment and Supplies. While specific award value is not explicitly stated, the procurement is being processed as a simplified acquisition under the Simplified Acquisition Threshold (SAT).
