About this opportunity
The Department of Veterans Affairs' Veterans Benefits Administration Acquisition Directorate is soliciting quotes for the Lincoln VA Regional Benefit Office for one each of a mulching head, rotary cutter, laser grader, 2D laser auto system, and turbo saw, with offers due November 2, 2026 at 1700 Pacific Time under Amendment 0001. The structured Set Aside field, which governs eligibility, reads "No Set-Aside Used," while the notice title and description state a 100% SDVOSB set-aside, and the RFQ file summary likewise describes an SDVOSB set-aside. The equipment supports a veteran's approved Veteran Readiness and Employment self-employment plan for agricultural land clearing. The NAICS code is 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, and the PSC is 3720, Harvesting Equipment.
The notice states there will be no non-manufacturer waiver. Brand-name or equivalent products are acceptable if they meet or exceed the specifications in the self-employment plan and manufacturer specifications. Amendment 0001 accepts equals that meet the salient characteristics, including a 72-inch cutting width, 24-45 gpm high flow, 3/4-inch couplers, and 36 carbide tools at 4,600 psi, even where overall width and weight vary. The amendment confirms the mulching head configuration follows the rotary cutter specifications on page 9, that the VA does not require a specific laser grader blade width (7', 7.5', or 8' are all acceptable), and that the veteran's 2020 JCB 270 skid steer will support both specified hydraulic coupler configurations. The veteran does not own a rotary laser transmitter or tripod, which must be included if proposed. Installation, comprehensive training, technical documentation, performance testing, and post-installation support are required at no additional expense to the Government. Amendment 0001 states that delivery, installation, testing, and training timeframes remain flexible. Delivery details will be provided separately.
Per the RFQ file summary, the solicitation incorporates FAR 52.212-1 through 52.212-5 and VAAR 852.219-73 and 852.219-76. Offerors must submit a signed VAAR 852.219-76 Certificate of Compliance for Supplies, and quotes without it are ineligible for award. RFQ questions were accepted through October 27, 2026.

RFQ QUESTIONS:
THERE WILL BE NO NON MANUFACTURE WAIVER.
Host machine: Does the veteran currently own or plan to purchase a skid steer or compact track loader? If so, could you provide the make, model, and year? We need this information to ensure the attachments and machine-specific connections are compatible.
2020 JCB 270 Skid Steer Loader
Hydraulic connections: The SOW specifies ¾-inch hydraulic quick-connect couplers for the mulching head and ½-inch couplers for the rotary cutter, with both requiring a -inch case drain. Will the veteran's machine support both configurations, or should our quotation include any necessary adapters or additional fittings?
Laser grader: Does the VA require a specific blade width (7', 7.5', or 8'), or are all three acceptable? The SOW provides specifications for each size, and we want to quote the correct configuration.
No, it does not require a specific witdth.
2D laser system: Does the veteran already have a compatible rotary laser transmitter and tripod? The transmitter provides the elevation reference needed for automatic laser-guided grading, while the tripod provides a stable mounting platform. If the veteran does not have these components or an equivalent setup, they would need to be included for the system to perform its intended laser-guided functions. As written, the SOW does not explicitly request these items, so could you clarify whether they should be included?
NO, the veteran does not have a Laser, or Tripod.
Mulching head: Page 8 specifies 36 double-carbide-tipped teeth, while the specifications table on page 9 lists 30 cutting tools with the smooth rotor. Could you clarify which configuration is required so we can ensure our quotation meets the VA's specifications?
Page 9, refers to the Rotary Cutter.
Performance period: What is the required timeframe for delivery, installation, testing, and training following contract award? Some of the requested equipment has lead times of up to six weeks, and the SOW does not specify a completion deadline. We want to ensure our proposed delivery schedule aligns with the VA's expectations.
FLEXIBLE WITH DELIVERY.
If available, could you also provide the hydraulic flow, electrical connection, and coupler specifications to ensure all proposed attachments are fully compatible?
ALL SPECIFICATIONS ARE LOCATED ON THE RFQ, IN THE STATEMENT OF WORK (PAGES 8-16).
The equal we plan to offer matches the 72-inch cutting width, 24 to 45 gpm high flow, 3/4-inch couplers and adjustable push bar, carries 36 carbide tools, and is rated to 4,600 psi. Its overall width is 96 inches against 85 in the table, and it weighs about 2,360 lb against 3,155. Are overall width and weight salient characteristics, or will an equal that meets the cutting and hydraulic specifications be accepted?
AN EQUAL THAT MEETS ALL SALIENTS WILL BE ACCEPTED.
