About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has published a Special Notice announcing its intent to award a sole-source, firm fixed-price, five-year Federal Supply Schedule (FSS) Blanket Purchase Agreement (BPA) to Abbott Laboratories, Inc. The contract will provide laboratory testing equipment, consumables, and supplies to the James J. Peters Veterans Affairs Medical Center and New York Harbor Healthcare System for infectious disease, retrovirus, transplant, and metabolic testing. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The acquisition will utilize Abbott's existing FSS Contract #36F79719D0024 and is structured as a cost-per-reportable result (CPRR) arrangement. This notice was posted on April 4, 2025, and represents the government's only announcement of its intent to award to a single source for this requirement.
The primary objective of this Special Notice is to fulfill the VA medical facilities' need for automated single platform immunoassay analyzers capable of performing comprehensive testing for HIV, Hepatitis, Tacrolimus, Cyclosporine, Sirolimus, SARS Covid IgG, and other critical medical tests. The procurement requires two identical analyzers with sensitivity and specificity yielding at least a 95% confidence interval, driven by staffing deficits, space limitations, and cost considerations. Contractors have until close of business on April 17, 2025, to submit responses, though this is not a competitive solicitation and no formal solicitation document will be issued. The government emphasizes that any information submitted is strictly voluntary and will not be compensated, as this notice serves only to inform potential sources for future procurement planning. The current BPA with Abbott Laboratories expires on July 31, 2025, necessitating this renewal to maintain uninterrupted laboratory testing capabilities at both VA facilities.
