About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is seeking a Federal Supply Schedule contract holder to provide clinical chemistry laboratory equipment, reagents, and associated services for the Spokane VA Medical Center. The solicitation requires a contractor to furnish and maintain laboratory analyzers with random access capability, including a continuously stocked inventory of reagents, standards, controls, supplies, disposables, and replacement parts. Key contract requirements include 24/7 technical assistance with a 1-hour response time, repair service within 24 hours, and a 98% equipment uptime guarantee. The evaluation will prioritize technical factors over price, with vendors required to demonstrate comprehensive validation studies, middleware compatibility with VA electronic health records, and barcode reading capabilities with less than 1% failure rate. Quotes are due by February 21, 2025 at 17:00 PST, with the solicitation (RFQ 36C26025Q0178) restricted exclusively to existing Federal Supply Schedule contract holders.

The procurement is an unrestricted contract under NAICS code 325413 with a $41.5 million size standard, structured as a base year from April 1, 2025 to March 31, 2026, with four additional one-year option periods extending through March 31, 2030. The place of performance is located in Spokane, Washington 99205, with an estimated annual test volume of approximately 811,800 clinical chemistry tests across approximately 70 different test categories. While no specific incumbent is named, the contract will be awarded on a Cost Per Reportable Result (CPRR) basis, with high-volume tests including comprehensive metabolic panel components, liver function tests, and drug screening panels. The Laboratory layout documents indicate a sophisticated testing environment with multiple analyzers and supporting infrastructure. Contractors must provide high-quality materials with clearly marked expiration dates and maintain the ability to promptly communicate any technical changes or shipping delays.
