About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 2 is procuring a Laborie Solar GI HRM (high-resolution manometry) catheter, a replacement medical device for esophageal diagnostic procedures at the Syracuse VA Medical Center. This brand-name-only procurement requires vendors to supply new original equipment manufacturer (OEM) items with no used, refurbished, or gray market products accepted. Key contract requirements include vendor certification in SBA VetCert, registration with SAM.gov, submission of SAM UEI numbers, and a completed limitations on subcontracting compliance certificate. The government will evaluate quotations using a comparative process based on four factors: technical specifications, price, delivery schedule, and past performance, with award going to the responsible quoter whose conforming quotation is most advantageous to the government. Quotations must be submitted via email to latriece.bruce@va.gov no later than Wednesday, November 19, 2025, at 12:00 PM Eastern Standard Time, with no telephone inquiries accepted.
This solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring all vendors to be certified as such and to provide OEM authorization documentation verifying their status as an authorized dealer, distributor, or reseller. The procurement is for a firm fixed-price contract, with the VA intending to award to a single vendor meeting the established criteria. The specific product requirement—the Solar GI HRM catheter—was selected because it is the only manometry system meeting VA standards for esophageal pressure assessment while being compatible with Syracuse VA's high-level disinfecting guidelines, which utilize hydrogen peroxide-based disinfectants rather than aldehydes. While no specific award value or quantity details are explicitly stated in the solicitation materials, the contracting officer's justification indicates this acquisition falls above the micro-purchase threshold but does not exceed the Simplified Acquisition Threshold of $350,000. The catheter will be provided to and used at the Syracuse VA Medical Center to enable the facility to continue delivering timely diagnostic esophageal manometry studies without referring veterans to external care facilities.
