About this file
This document is a Combined Synopsis/Solicitation Notice for a Department of Veterans Affairs procurement of Syracuse Esophageal Manometry Catheters. The solicitation is set-aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSBC) and seeks brand-specific medical equipment. Vendors must be registered in SAM.gov, include SAM UEI numbers, be certified in SBA VetCert, and submit a limitations on subcontracting compliance certificate. The VA intends to award a Firm Fixed Price contract for new, original equipment manufacturer (OEM) items, explicitly prohibiting used, refurbished, or gray market products.
The solicitation will be evaluated using a comparative process considering four key factors: technical specifications, price, delivery schedule, and past performance. Responses must be submitted via email to LaTriece Bruce by November 19, 2025, at 12:00 PM Eastern Standard Time. The government will select the quote most advantageous to the government, reserving the right to choose a response that exceeds minimum requirements but is not obligated to do so. Authorized dealers, distributors, or resellers must provide OEM authorization documentation with their quotes.
