About this file
This document is a Single Source Justification form for a medical equipment purchase by the Department of Veterans Affairs (VA), VISN 02, Syracuse Medical Center. The procurement involves a Solar GI HRM System replacement catheter, which is the only manometry system meeting VA standards for assessing esophageal pressures and compatible with Syracuse VA's high-level disinfecting guidelines. Specifically, the Solar GI HRM catheter uses a hydrogen peroxide-based disinfectant, unlike competitors that require aldehydes for reprocessing.
The acquisition will be conducted as an open market procurement with a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, in compliance with VA Acquisition Regulations. The justification is for a purchase over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $350,000. The contracting officer certified that market research was performed using government-wide and commercial databases, and that the procurement is in the best interest of the government, with an expectation of receiving offers from multiple SDVOSBs at a fair and reasonable price.
