About this opportunity
Department of Veterans Affairs, Network Contracting Office 19 issued a Notice of Intent to sole-source a procurement for Transcutaneous Carbon Dioxide (tcPCO2) Monitoring Systems to Sentec Inc., a small business, for Rocky Mountain Regional VA Medical Center, with responses due by 16:00 Mountain Standard Time, July 24, 2026.
The requirement encompasses four tCOM+ monitors with hospital power supplies and accessories, four trade-up credits for returning older Sentec equipment, four long sensor adapter cables, one pack of calibration gas, four PSG adapter cables, and four 24-month extended warranties. NAICS code 334516 applies; business size standard is 1,000 employees.
The VA justified sole-source procurement based on market research across DSBS, GSA, NAC, SCMC, NASA SEWP, and FPDS, which identified no competing tcPCO2 monitoring systems available in the United States outside Sentec products. Rocky Mountain Regional VAMC's existing clinical workflows and FDA-regulated services depend on Sentec's proprietary V-Sign Sensor Technology and Smart Cal-Mem Technology. Contact with competing vendors including L1 Enterprises Inc., GE Healthcare, Masimo Americas Inc., US Med-Equip LLC, and Nonin Medical confirmed no alternative products meet requirements. The Contracting Officer approved the purchase under FAR 13.106-1(b) on March 17, 2026. The procurement requires a nonavailability waiver due to Buy American Act non-compliance.
Interested parties must respond to lynn.lim@va.gov with specifications, cut sheets, brochures, capability statements, or other documentation demonstrating capability to supply the products and services. This Notice of Intent is not a request for competitive quotes. The Government reserves discretion to determine whether to compete the requirement based on responses received.
