About this file
This is a Justification for Single Source Awards document for a federal contract under $350,000. The Department of Veterans Affairs, Network Contracting Office 19, seeks to procure four Sentec tCOM+ Transcutaneous Carbon Dioxide (tcPCO₂) Monitoring Systems and related accessories for the Rocky Mountain Regional VA Medical Center's Sleep Diagnostics and Respiratory Monitoring Services. The procurement includes four monitor units (tCOM-HOSP), trade-up credits for returning older equipment, four sensor adapter cables (long), one case of calibration gas, four PSG adapter cables, and four extended 24-month warranties.
The justification establishes single-source procurement from Sentec Inc. based on unique characteristics limiting availability to one source. Market research conducted across DSBS, GSA, NAC, SCMC, NASA SEWP, and FPDS identified no competing Transcutaneous Carbon Dioxide Monitoring Systems available in the United States outside Sentec products. The Rocky Mountain Regional VAMC's existing clinical workflows, equipment compatibility, and FDA-regulated clinical services depend on Sentec's proprietary V-Sign Sensor Technology and Smart Cal-Mem Technology, which provide continuous monitoring with 360-degree sensor rotation and 28-day calibration cycles. Contact with vendors including L1 Enterprises Inc., GE Healthcare, Masimo Americas Inc., US Med-Equip LLC, and Nonin Medical confirmed no alternative products meet requirements. The procurement requires a nonavailability waiver due to Buy American Act non-compliance. The Contracting Officer approved the purchase on March 17, 2026, under FAR 13.106-1(b).

for U.S. based vendors of transcutaneous CO2 monitors and contacted L1 Enterprises Inc., GE Healthcare, Masimo Americas Inc., US Med Equip LLC, and Nonin Medical. Provista was found to be unregistered in SAM.gov, and both CommonSpirit Health and RT Respiratory Therapy provide services rather than equipment sales. L1 Enterprises and Nonin both confirmed they do not carry a product that meets the requirement. On 2/19, Thomasnet was searched using terms such as “Transcutaneous Carbon Dioxide Monitoring System,” “Made in the USA,” “Thomas Registered,” and “Distributor/Manufacturer,” which produced one result for an alarm and remote wireless monitoring system, but not for the required device. On 3/04, the CS sent follow up and received no response from GE Healthcare, Masimo Americas Inc., or US Med Equip LLC. Given the market research conducted, there are no known Transcutaneous Carbon Dioxide Monitoring Systems available for sale within the United States, outside of the Sentec Inc. There are also no authorized distributors of Sentec tCOM+ Transcutaneous Carbon Dioxide (tcPCO ) Monitoring Systems and accessories, apart from the Original Equipment Manufacturer (OEM) – Sentec, Inc. All email correspondence has been uploaded to the eCMS briefcase. This procurement will require a nonavailability waiver due to the item not being compliant with the Buy American Act.
