About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks construction of a consolidated Intensive Care Unit at Salem Veterans Affairs Medical Center, with proposals due July 7, 2026 at 12:30 PM EDT. This procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) 100 percent set-aside, foreclosing competition outside that pool.
Place of performance is Salem, Virginia (1970 Roanoke Boulevard, Salem, VA 24153). The scope encompasses construction of approximately 10,115 square feet of new ICU patient care space extending eastward over the existing Primary Care Clinic roof, renovation of approximately 5,500 square feet of existing ICU space for consolidation, site grading for a new exit stair tower, demolition and removal of existing structures, and complete general construction, electrical, mechanical/HVAC, plumbing, low voltage, and fire protection/fire alarm systems. The performance period is 720 calendar days after Notice to Proceed. The contract is firm fixed-price with a magnitude between $10,000,000 and $20,000,000. NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Y1DA, Construction of Hospitals and Infirmaries.
Offerors must be SBA-certified SDVOSBs listed in the SBA certification database at proposal submission and award. The bid guarantee is 20 percent of bid price or $3,000,000, whichever is less; performance and payment bonds are required within 10 days of award. Pricing must include all labor, materials, equipment, tools, supervision, and completion in accordance with attached specifications and drawings. All construction wage rates and prevailing wages apply per Davis-Bacon Act wage determination for Botetourt, Craig, Franklin, and Roanoke counties, Virginia. All personnel require VA PIV cards for site access.
Award will be made using Lowest Price Technically Acceptable (LPTA) evaluation based on technical qualifications (personnel and key subcontractors), project execution approach (schedule and submittal register), and price. A mandatory pre-proposal site visit was held May 19, 2026; a second site visit for mechanical systems familiarization was held June 1, 2026. The solicitation has been amended seven times as of July 29, 2026, most recently to add FAR clause 52.212-4 (Commercial Products and Services Terms and Conditions) and remove termination-for-convenience clauses 52.249-2 and 52.249-10. Questions were due May 26, 2026; 85 contractor questions and Government responses are available in Amendment 0006 (June 24, 2026). Offerors must acknowledge all amendments prior to the proposal deadline.
