About this file

This is Amendment 0003 to a federal solicitation issued by the Department of Veterans Affairs, Program Contracting Activity Central, for Project 658-317 Consolidate Intensive Care Unit at the Salem VA Medical Center in Salem, VA.

The amendment extends the offer deadline to June 23, 2026 at 4:00 PM EDT. It updates the specifications in response to Requests for Information (RFIs), posts the sign-in sheet for the second site visit held on June 1, 2026, includes RFI responses, and revises the price schedule language for Bid Deduct #1. The solicitation requires contractors to provide a lump sum price for Line Item 0001 (Base), which encompasses complete site preparation for building operations including demolition and removal of existing structures, plus furnishing labor and materials to perform all work as required by drawings and specifications. Line Item 0002 is Bid Deduct #1, which deducts all new work associated with Phase 2 construction as detailed on the Phasing Plan; the contractor shall demolish these areas leaving them as shell space enclosed with 1-hour fire-rated walls, with a Period of Performance of 540 calendar days. Pricing must be submitted in whole dollar values without cents. The Government will evaluate all offerors based on the base bid; if insufficient funding exists, the deduct item will be evaluated to determine the lowest priced offeror. Contractors must fill in their Unique Entity Identifier associated with SAM.gov on Standard Form 1442. All other terms and conditions remain unchanged from the original solicitation.
