About this file

This file is a comprehensive specification document for a Consolidate Intensive Care Unit construction project at Salem VA Medical Center in Salem, Virginia (Project #658-317). The project scope includes construction of approximately 10,115 square feet of new ICU patient care space extending eastward over the existing Primary Care Clinic roof, and renovation/modification of approximately 5,500 square feet of existing ICU space. The project encompasses site grading for a new exit stair tower, demolition and removal of existing structures, and comprehensive general, electrical, mechanical/HVAC, plumbing, low voltage, and fire protection/fire alarm construction work.

The specification document establishes detailed requirements across all construction divisions including concrete (cast-in-place, floor sealers), masonry (unit masonry, veneer, mortaring, grouting), structural and miscellaneous metals, wood framing and finish carpentry, thermal and roof insulation, roofing systems (PVC membrane), exterior closure systems, safety and infection control protocols, quality control procedures, testing laboratory services, environmental controls, construction waste management, and comprehensive commissioning requirements. The contractor must maintain a 720-calendar-day completion schedule, coordinate work through multiple phasing activities while the Medical Center operates 24/7, comply with strict infection control requirements (particularly Class IV risk classification for the ICU area), implement rigorous safety and health protocols including activity hazard analyses, and provide detailed commissioning documentation and training for facility operations personnel. Key submittals include a Quality Control Plan, Accident Prevention Plan, project schedules with network analysis, shop drawings, and extensive testing and inspection reports. The project requires coordination with a Commissioning Agent appointed by the VA and compliance with energy performance, sustainability, and federal acquisition regulations throughout all construction phases.
