About this opportunity

The Department of Veterans Affairs (VA), specifically Veterans Integrated Service Network 10 (VISN 10) located at the Richard Roudebush VA Medical Center in Indianapolis, has issued a Special Notice of Intent to Sole Source a contract for Immunochemical Fecal Occult Testing (iFOBT) analyzer and reagents. The procurement is focused on obtaining equipment from Polymedco Cancer Diagnostics Products LLC, with a base contract and three potential option periods. The contract will cover one OC Auto-Sensor iO FOBT Analyzer and associated reagents, with an anticipated volume of 8,200 cost-per-test devices. The procurement will be conducted under Simplified Acquisition Procedures and utilizing FAR Part 6.302-1 for a brand name requirement. The associated NAICS code for this opportunity is 334516, which falls under Analytical Laboratory Instrument Manufacturing.

The primary objective of this Special Notice is to secure a firm fixed-price contract for specialized laboratory testing equipment that the VA determines can only be provided by Polymedco. Contractors wishing to challenge the sole source determination must submit clear and convincing evidence that competition would be advantageous to the government by 4:00 pm EST on May 22, 2025. The government is not issuing a competitive solicitation and no solicitation package is currently available. Responses must be submitted directly to the point of contact, Lonnelle Jones, via email at lonnelle.jones@va.gov. Eligibility is effectively limited, as the VA has concluded that only Polymedco possesses the required capabilities to meet their specific laboratory testing needs. The contract will include the analyzer, extended service coverage, and various reagents and consumables necessary for conducting immunochemical fecal occult blood testing. The procurement is structured with a base period and potential for three additional one-year option periods.
