About this opportunity

The Department of Veterans Affairs (VA), specifically VISN 10 Cincinnati VA Medical Center, has issued a Special Notice of Intent to Sole Source a contract for an Immunochemical Fecal Occult Blood Testing (iFOBT) analyzer and associated reagents. The contract is intended for the Pathology and Laboratory Service and will cover a base period with four additional option years. Polymedco Cancer Diagnostics Products LLC has been identified as the sole source vendor for this procurement, with the contract falling under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. The VA will be acquiring one OC Auto-Sensor iO FOBT Analyzer, 4,800 cost-per-test devices, and a comprehensive set of related laboratory supplies and reagents. The procurement is being conducted under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1 for a brand name requirement.

The primary objective of this Special Notice is to signal the VA's intent to negotiate a sole source contract with Polymedco, with the agency asserting that only this vendor possesses the required capabilities to meet their specific laboratory testing needs. Contractors have until 4:00 pm EST on March 19, 2025, to submit responses challenging the sole source determination, with any submissions required to provide clear and convincing evidence that competition would be advantageous to the government. The contract will be structured as a firm fixed-price agreement, with no competitive proposal solicitation planned. Eligibility is effectively limited to Polymedco, as the VA has determined they are the only responsible source capable of providing the specialized iFOBT analyzer and custom test kits. The procurement is valued at a firm fixed price and includes one analyzer, associated reagents, and support materials necessary for the VA's laboratory testing requirements, with an estimated delivery date of April 1, 2025.
