About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 has issued a Special Notice announcing its intent to award a sole source contract to Sebia, Inc. for Capillary s 3 Octa instrumentation and reagents. The VA's Pathology and Laboratory Medicine Service requires a 5-year Blanket Purchase Agreement for this specialized laboratory equipment and associated supplies. The procurement is being pursued under Federal Acquisition Regulation 6.302.1-1, which allows for sole source contracting when only one responsible source can satisfy agency requirements. The contract will cover the period from October 1, 2025, through September 30, 2030, and falls under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing. The VA has determined that Sebia, Inc. is the only vendor capable of providing the specific instrumentation and reagents needed for their laboratory operations.

The purpose of this Special Notice is to conduct market research and determine whether other qualified sources exist that could provide equivalent products and services before finalizing the sole source award. Interested contractors have until August 29, 2025, at 4:30 PM EST to submit detailed documentation demonstrating their qualifications to provide the Sebia Capillary s 3 Octa system or equivalent alternatives. Responses must be sent to Sarah Ballentine at Sarah.Ballentine@va.gov and should include comprehensive information allowing the government to evaluate alternative sources. The contract requirement includes not only the instrumentation but also all necessary supplies, reagents, network connections, service, maintenance, and parts needed to produce patient test results on a cost-per-test basis. The VA emphasizes that this is strictly a market research notice and not a request for competitive proposals, with no solicitation currently available. The government retains sole discretion in determining whether to proceed with competitive procurement based on the responses received.
