About this opportunity

The procurement involves Fecal Immunochemical Test (FIT) reagents and related supplies for the OC-Sensor Diana FIT Analyzer used in the medical center's Pathology and Laboratory Medicine Service. The contract is structured as a Firm-Fixed Price arrangement with a base period plus four option years, beginning September 13, 2025, and initially running through September 12, 2026. The solicitation includes routine maintenance services for the analyzer, 5,000 test units, customized personal mailers, sampling bottles, and thermal paper. This procurement falls under NAICS code 325413 for In-Vitro Diagnostic Substance Manufacturing and PSC code 6550 for diagnostic substances and reagents.

The primary purpose of this Special Notice is to inform the contracting community of the VA's intent to proceed with a sole source award while providing an opportunity for other vendors to demonstrate their capabilities. The agency has determined that only one responsible source exists that can satisfy their requirements under 41 U.S.C. 3304(a)(1), but is allowing a five-day response period for potential competitors to submit capability statements, proposals, or quotations via email referencing solicitation number 36C24825Q1085. Any submissions received will be evaluated to determine if a comparable and more advantageous source is available to the government. The notice explicitly states it is not a request for quotations or proposals, and no contract will be awarded based solely on responses to this announcement. If no affirmative written responses are received within the specified timeframe, the contract will proceed to the intended sole source vendor for the specialized FIT testing equipment and supplies needed for the Miami VAMC's diagnostic operations.
