About this opportunity

The Department of Veterans Affairs (DVA) Network Contracting Office 10 is seeking qualified Architect-Engineering (AE) firms to provide professional services for the Site Water Loop Valve Replacement project at the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. The primary objective is to prepare comprehensive plans and specifications for replacing site water loop piping, isolation valves, and adding a water booster pump in the basement of Building 22's Mechanical Room 22-B449. The procurement will follow a two-stage selection process, with Stage I involving evaluation of Standard Form 330 (SF330) submissions and Stage II comprising oral presentations and interviews conducted by a Source Selection Evaluation Board. Interested firms must submit their qualification packages by May 2, 2024, at 4:00 PM EST, with a focus on demonstrating technical expertise in engineering services for healthcare facility infrastructure improvements. The evaluation will assess the firms' qualifications, past performance, and ability to meet the project's specific technical requirements.

The contract is exclusively set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) AE firms, with the primary NAICS code 541330 for Engineering Services. While the attached Notice of Award indicates a previous contract was awarded to Integrity Federal Services for a related project at a value of $644,563.62, this pre-solicitation notice represents a new procurement opportunity. The specific project involves critical infrastructure upgrades to the domestic water supply system, which suggests the potential award value could be in a similar range. The project is categorized under Product Service Code C1DA for Architect and Engineering Construction services specific to Hospitals and Infirmaries. Potential respondents should carefully review the detailed requirements and prepare comprehensive SF330 submissions that highlight their expertise in healthcare facility engineering and infrastructure rehabilitation.
