About this opportunity

This solicitation seeks proposals for a single-award indefinite-delivery, indefinite-quantity contract to provide prescription eyeglasses and on-site optician services for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23. The Network 23 Contracting Office intends to award a five-year contract to supply an estimated 186,866 units of single vision, bifocal, trifocal and progressive lenses made of glass, plastic and polycarbonate materials to VA medical facilities located in Nebraska, Iowa, Minnesota, North Dakota and South Dakota. Proposals are due by July 31, 2020 and will be evaluated based on pricing provided in the bid schedule of items.

The procurement is set aside 100% for service-disabled veteran-owned small businesses under NAICS code 339115 for ophthalmic goods manufacturing with a size standard of 1,000 employees. The potential contract value is $35 million over five years to supply the estimated lens quantities and on-site optician services outlined in the statement of work. Offerors must meet all requirements specified in the solicitation documents and acknowledge any amendments by the response deadline to the Network 23 Contracting Office.

Amendments Questions List

Please provide a unit of measure for each item on the price schedule (i.e. each or pair). For example, for each of the materials listed on CLIN 0001AA, should the unit price provided by offerors be for individual lenses (each) or for complete pairs of eyeglasses (pair)? These should be priced as a pair.

Please define which items on the price schedule should be priced as an add on cost to the base order. For example, there are three items listed under Miscellaneous (for example see CLIN 0001AE), Oversize Blanks, Slab Off Single, Slab Off Multifocal, that should likely be add ons. CLINs 0001AF and 0001AG are also likely add ons (in base and option years as well). All of these items listed are add-ons and should be priced separately.

Please define the required index of refraction for High Index in CLIN 0001AG (base and option year CLINs). We understand 1.67 and 1.74 should be available as an add on. 1.67 is used commonly and should be included in base pricing but 1.74 should be listed as an add-on and be priced as such.

CLIN 0001AE lists lens only; however, it doesn t show the breakdown of lens materials under each lens type. Please provide a breakdown of the lens materials under each lens type for lens only orders. List each lens type, Glass, Plastic, and Poly for lens only orders so each can be priced.

Please also define the required frame materials for "Deluxe Frames," in reference to Amendment 3, Question 20. Not sure what this is in reference to, there is a requirement for Titanium frame selection to be included for those individuals with metal allergies. Deluxe frames may be mentioned in the solicitation in reference to sites that wish to have an optical shop contract in conjunction with VCS which would allow for Veterans to upgrade their frame selection for a fee.

VISN 23 Questions, 7/19/20

Please clarify if proposals should be submitted electronically via email or hard copy? (NOTE: this same question was asked in amendment 2 and amendment 3 with the answer in Amend 3 stating that email submission is acceptable and the answer in amend 2 stating that submissions shall be submitted via hard copy to David Malm)- note that email submission would be preferred if possible

Proposals could be submitted via e-mail however samples will need to be shipped.

Please clarify if a physical sample frame kit is required with proposal submission or if only frame selection charts are to be submitted? (NOTE: the solicitation appears to state that only frame selection charts are required but in response to a question in Amend 3 it states that physical frame selection and chart required to be mailed )

Yes, both frame selection charts and a physical sample of frame selection will be required.

Can VA please take another look at the estimated quantity of GLASS bifocals? The quantity listed of 25,484 is much higher than what would be expected and much higher than the more realistic amounts listed for SV glass (1620) and Progressive glass (2389). An error of this margin could lead to significant inequities in bidding amongst the contractors submitting bids.

This is an error and the numbers would be much lower than 25,484. See revised Bid Schedule

In the Bid Schedule the volumes for Bifocals is consistent from 0001AB to 0004AB but in Year 5 (0005) the quantities that had been used for Bifocals are used for Single Vision and the quantities used for Bifocals is different than what had been used in Years 1 to Year 4. Can VA please correct?

Corrected, see attached Bid Schedule for revised quantities. Thank you for bringing this to our attention

Are optician services currently being provided by VA employed opticians, opticians provided by the current contractor, or a mixture of both? Under this new contract will the contractor be providing all of the opticians and if so, will the contractor be able to bill the VA for optician services?

Some sites have VA employed opticians; some sites have contracted opticians. VCS will be setting up a contract in conjunction with this contract for optical shops at sites that desire this service. Optician pay will not be a part of this contract. All Optician CLINS have been removed from the Bid Schedule

Can VA please clarify what information contractors are expected to provide in CLIN006 to CLIN 0010 (Optician Average Annual Wage)? In answers provided in Amendment 3 it was stated by VA that these will be established with a separate VCS contract. Are we therefore supposed to leave these CLINS blank until discuss with VCS take place on a contract? If not blank, could VA please provide an example of the information expected if no information other than the number of opticians required for each location (e.g. 2 for Minneapolis) is being provided in the SOW?

Yes, this will be negotiated in the VCS contract. See Revised Bid Schedule attached to this amendment

A question was asked in Amend 2 if VA could add anti-reflective coating and oversize lens blanks to the bid schedule and the response was yes, please do . May we suggest that VA add these o the bid schedule with appropriate (estimated) quantities so that all contractors are bidding on the same items/quantities?

See Revised Bid Schedule attached to this amendment.

In response to question 11 in Amend 3, VA stated that if noted items are duplicated, please make a note in the bid schedule to reflect the duplication . May we suggest that VA correct items that may be duplicates as asking contractors to note them in their bids could lead to inconsistencies among bids provided by contractors? (NOTE: In our opinion, because sections 0001AE to 0005AE, Hi-Index lenses, are broken down by lens style (SV, BF, TF, Prog) they are the only items that could be confused as being duplicates. May we suggest that Hi-Index lenses just be listed as an add-on without reference to a specific lens material?

The Bid Schedule has been revised to reflect the change

Questions

1. Please confirm if offerors proposals should be submitted electronically or hard copy. If electronic, please confirm email address of recipient and if hard copy please confirm the physical address of the recipient and how many copies are required.

All submissions shall be submitted hard copy to the following address

C/O David Malm

2101 Elm St. N

Fargo, ND 58102

2. Should the frame selection chart be provided as a separate item from the offerors full proposals and should/can it be submitted electronically or in hard copy? Please confirm recipients email/physical address and number of copies required.

Frame selection charts shall be submitted along with the rest of the submittal to the address above

3. The SOW states that an estimated 78,164 glasses are ordered annually. However, the bid schedule shows an estimated annual quantity of 186,866 orders when the 3 lens materials (glass, plastic, poly) are added together for each lens style (SV, BF, TF, Prog). Can you please confirm the quantities listed in the bid schedule?

The quantities on the bid schedule are the quantities to be bid upon

4. The estimated quantity of bifocal lenses made of glass at 25,484 is unusually high. Use of glass lenses has decreased significantly both inside and outside the VA system and is typically significantly less than plastic and poly. Can you please confirm this quantity?

This quantity would be less than what is listed in the SOW but still higher than the community due to the insistence of our Veterans to maintain glass. Please bid on the quantity that is in the bid schedule.

5. Under lens treatment/tints, dyes, coatings Transitional lenses are listed with an estimated quantity of 84,840. We assume that you mean Transitions lenses. Can you please clarify if brand Transitions are being requested or if generic photochromic lenses are sufficient? Can you also confirm the quantity of 84,840 as it appears high and would be in excess of the 78,164 orders listed in the SOW?

Generic transitional lenses are fine. The quantity would be less than the total amount of glasses. Approximately half of the total glasses. Please bid the quantity in the bid schedule

6. Anti-reflective coatings are a common add-on to an eyeglass order but is not listed in the bid schedule. Can you please add this this item to the schedule with an estimated quantity?

Yes please do.

7. The SOW states that Oversize blanks (typically greater than 58) shall be provided upon request. Can you please add this to the bid schedule as an add-on item?

Yes please do.

8. Per section 12 of the SOW it states that the hi-index being requested in the bid schedule is equal to the range of 1.56 and 1.60 and that 1.67 should only be provided if specifically requested. Therefore, should 1.67 be priced separately as an add-on?

Some sites use 1.67 regularly and should be included with 1.74 being an option that would be an add-on.

9. Can you please elaborate on how PO s are currently being provided to the current contractor and how orders are being communicated from the contractor to the lab for manufacturing?

A single obligation of funds is created and orders are sent over in a single batch, the orders are created and an invoice is sent back to the site. After the invoice is received the funds are released to the company. Individual PO s are not used, orders are sent over via a single e-mail each day.

10. Can you please elaborate on how Past Performance will be evaluated? Specifically, will VA use CPARS to evaluate an offerors performance history?

We will be using CPARS in conjunction with other methods to evaluate Past Performance. Any lack of past performance will be rated as Neutral

11. Premium progressive lenses (e.g. Varilux) are listed as an option under section 11, part D of the SOW but are not listed on the bid schedule. Can you please add premium progressive lenses as an add-on to the bid schedule?

Please add.

12. Section 21, part A of the SOW states that orders shall be delivered within 7 calendar days after receipt of the order. Can you please change calendar days to business days to take into account holidays or other reasons for which the VA may be closed?

Yes Business days is fine.

13. Would VA please consider allowing 10 business days for orders requiring anti-reflective coatings and/or high rx/complex orders? This is common in many VA contracts.

Yes business days is fine.

14. Section 12, part D lists chemical hardening as the only option for glass strengthening. Please consider adding heat treatment as another strength option.

Other options for hardening are welcome.

15. If you will not be utilizing any subcontractors do you need to submit a subcontracting plan or would a statement to the fact that no subcontractors will be used be acceptable?

A statement that you will not be using subcontractors will be acceptable.
