The Department of Veterans Affairs Technology Acquisition Center seeks proposals for an Enterprise Mammography Tracking and Reporting System (MTRS) software solution supporting 88 VA facilities, with proposals due August 25, 2026, at 10:00 AM Eastern Time (extended by Amendment 0002 from the original August 20 deadline). No set-aside applies.

The solution must deliver bi-directional HL7 integration with VistA and Federal Electronic Health Record systems, DICOM compliance, PowerScribe voice recognition integration (20+ instances), and artificial intelligence capabilities for risk assessment and density analysis. The system must support mammography, ultrasound, MRI, contrast-enhanced mammography, biopsies, and molecular breast imaging; patient data collection via tablets with VA Form 6550 submissions; role-based access controls; and compliance reporting per FDA Mammography Audit and ACR BI-RADS guidelines. Deliverables include a Contractor Project Management Plan due 21 days after award, monthly progress reports, training plans, and disaster recovery documentation. The contract mandates HIPAA, NIST standards, VA cybersecurity directives, Section 508 ICT accessibility, and OMB AI governance compliance.
Base period is 12 months from award with four optional 12-month extension periods. The estimated annual exam volume is 450,000 across all sites, with 175,000 exams anticipated during the base year at 30 initial deployment sites. Total estimated exam ceiling for licensing is 450,000 exams. Travel costs for estimated 58 trips to all 88 VA sites across the period of performance must be built into installation, project management, training, and optional task costs.
The contract is 100% Firm Fixed Price with no additional fees permitted. Proposals comprise five volumes: Technical (maximum 40 pages: 25-page Technical Approach plus 15-page Technical Image Appendix); Past Performance (up to three Federal and commercial contracts within three years); Veterans Involvement; Price Exhibit; and Certifications. Commercial healthcare contracts are now acceptable for past performance on equal footing with Federal contracts. FedRAMP authorization is not required. Offerors without Federal prime history receive neutral ratings rather than unfavorable. Late proposals will not be accepted.
