About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 1, issued a Special Notice on December 22, 2025, announcing its intent to award a sole-source Firm-Fixed-Price contract for emergency repair of a Philips DigitalDiagnost C90 High Performance X-Ray System at the White River Junction VA Medical Center in Vermont. This notice is issued in accordance with FAR 5.2 and serves to inform potential contractors of the government's intention to proceed with a sole-source award rather than open competition. The VA has determined that Philips, as the original manufacturer and developer of the DigitalDiagnost C90 system, is the only responsible source capable of meeting the agency's needs. While this is not a request for quotes, interested parties may submit responses by December 26, 2025, at 3 PM Eastern Time demonstrating their capability and competitive advantages. The notice emphasizes that responses must include sufficient evidence showing that competition would be advantageous.

The contract encompasses emergency repair services including the replacement of two 3-Phase Inverter Boards and one High Voltage Generator Tank, with all work to be performed in accordance with Philips Medical Standards, including functional testing and calibration. Contractors must provide a Field Service Engineer with manufacturer-specific training and complete all work during normal government business hours (Monday-Friday, 0700-1630 hours) at the White River Junction VAMC location in Vermont. The contractor is required to provide twice-daily updates to the Clinical Engineering Contracting Officer's Technical Representative and coordinate with VA Police for temporary badge access. The period of performance has not yet been determined and will be finalized prior to contract award. All deliverables and associated materials become the exclusive property of the U.S. Government, and strict confidentiality requirements apply throughout the contract performance.
